3 A RESOLUTION TO AUTHORIZE A CONTRACT WITH EARLENE
4 GUEL, AND ANY OTHER NECESSARY PARTIES, TO
5 REHABILITATE A RESIDENTIAL STRUCTURE AT 1204 WEST 371h
6 STREET, LITTLE ROCK, ARKANSAS, PURSUANT TO THE
7 TORNADO DISASTER REBUILD TARGETED NEIGHBORHOOD
8 DISASTER PLAN, AND FOR OTHER PURPOSES.

10 WHEREAS, as a result of substantial damage caused by a tornado that hit the
11 City of Little Rock in both 1999 and 2000, the City created the Tornado Disaster Area
12 Rebuild Targeted Neighborhood Enhancement Plan ( "TNEP" or Tornado Disaster Area
13 Rebuild TNEP ") as set forth in Little Rock, Arkansas, Resolution No. 18,387
14 (November14, 2000), in order to permit contracts with individuals to rehabilitate
15 residences within the boundaries of the TNEP, and
16 WHEREAS, Earlene Guel of 1204 West 371h Street, Little Rock, Arkansas, an
17 address that is within the boundaries of the Tornado Disaster Rebuild Area TNEP, has
18 offered to contract with the City to rehabilitate the residential structure at this address,
19 and to assure that someone lives within the rehabilitated structure for the requisite
20 period of time, and
21 WHEREAS, authorization of this contract is consistent with the goals of this
22 TNEP and the City's overall goals for the revitalization of residential neighborhoods,
23 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
24 THE CITY OF LITTLE ROCK, ARKANSAS:
25 Section 1. The City Manager, and any other necessary City signatories, are
26 authorized to enter into a contractual agreement with Earlene Guel and any other
27 necessary parties as owners of the property at 1204 West 37th Street in an amount not to

1 exceed one thousand three hundred and forty dollars ($1,340.00) pursuant to the
2 Tornado Disaster Area Rebuild TNEP.
3 Section 2. A copy of this agreement and resolution shall be filed with the
4 Circuit Clerk and Ex- Officio Recorder of Pulaski County, Arkansas.
5 Section 3. Funds for this agreement are available in the Tornado Disaster
6 Area Rebuild TNEP fund.
7 Section 4. Severability. In the event any title, section, paragraph, item,
8 sentence, clause, phrase, or word of this resolution is declared or adjudged to be invalid
9 or unconstitutional, such declaration or adjudication shall not affect the remaining
to portions of the resolution which shall remain in full force and effect as if the portion so
11 declared or adjudged invalid or unconstitutional was not originally a part of the
12 resolution.
13 Section 5. Repealer. All resolutions, bylaws, and other matters inconsistent
14 with this resolution are hereby repealed to the extent of such inconsistency.
