HomeMy WebLinkAbout11090• i 1 RESOLUTION NO. 11,090 F, 3 A RESOLUTION TO RECOMMEND TO THE PULASKI 4 COUNTY ELECTION COMMISSION A PROPOSAL FOR s CITY WARD BOUNDARIES TO BE MODIFIED AS A 6 RESULT OF THE 2000 FEDERAL DECENNIAL CENSUS; 7 AND FOR OTHER PURPOSES. s 9 WHEREAS, as a result of the 2000 federal decennial census it has been 10 determined that the City of Little Rock has experienced various population shifts that 11 would impact how ward boundaries are drawn in order to create continguous wards 12 that are roughly equal in population size, if not geographic area, and which 13 appropriately represent the racial and ethnic make up of the City, and 14 WHEREAS, the Board of Directors has reviewed this information in terms of the 15 current seven ward boundaries, and in terms of suggested changes for boundary lines 16 as a result of the census data, and 17 WHEREAS, an additional interest that the Board of Directors has in the creation 18 of ward boundaries is to assure, where possible, that existing neighborhoods are 19 preserved as cohesive political and social units represented by a single ward 20 representative, and are not divided politically into different wards, and 21 WHEREAS, in light of the geographic, demographic and political information 22 provided with the census data, City staff has prepared a map which demonstrates ward 23 boundary changes that achieve close population equivalency in each of save contiguous 24 wards, and with also reduces the number of neighborhoods that would be split between 25 more than one ward if the current alignment is maintained, and 0 1 WHEREAS, pursuant to Ark. Code Ann. § 14 -61- 109(4) (Michie Repl. 1998), it is 2 the duty of the Pulaski County Election Commission to reapportion wards that have 3 experienced a substantial change in population from the preceding federal census, and 4 WHEREAS, representatives of the Pulaski County Election Commission, present 5 at a Board of Directors workshop at which this issue was discussed, welcomed and 6 encouraged the City to make such a recommendation to the Commission, 7 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF 8 THE CITY OF LITTLE ROCK, ARKANSAS: 9 Section 1. The Board of Directors of the City of Little Rock, Arkansas, 10 recommends a proposed set of boundaries for seven ward districts within the City as 11 shown on the map attached as Exhibit A to this resolution. 12 Section 2. The Board of Directors, with the submission of this particular plan, 13 encourages the Pulaski County Election Commission to preserve to the extent possible 14 the integrity of the existing ward boundaries within the City, but to make any necessary 15 adjustments to accommodate changes in population, yet to do so with the additional 16 goal where possible to preserve the integrity of specific neighborhood areas by keeping 17 them as a politically cohesive group located within a single ward. 18 Section 3. If, as the Board of Directors believes, the proposed ward 19 boundaries meet the constitutional requirements for the drawing of such boundaries, 20 the City recommends to the Pulaski County Election Commission that these proposed 21 boundaries become the final certified boundaries for the seven wards of the City of 22 Little Rock. 23 Section 4. Severability. In the event any title, section, paragraph, item, 24 sentence, clause, phrase, or word of this ordinance is declared or adjudged to be invalid 25 or unconstitutional, such declaration or adjudication shall not affect the remaining 26 portions of the ordinance which shall remain in full force and effect as if the portion so [PAGE 2 OF 31 0 0 1 declared or adjudged invalid or unconstitutional was not originally a part of the 2 ordinance. 3 Section 5. Repealer.
