3 A RESOLUTION TO ACCEPT AN ORIENTATION MANUAL FOR
4 THE LITTLE ROCK BOARD OF DIRECTORS; TO DIRECT THE
5 CITY ATTORNEY TO DRAFT ANY NECESSARY ORDINANCES
6 TO IMPLEMENT THE MANUAL; AND FOR OTHER PURPOSES.

8 WHEREAS, after careful consideration of a variety of operation
9 guides from other cities, and after consultation with the entire Board,
10 an orientation manual has been prepared and presented to the Board
11 for its consideration, and
12 WHEREAS, the proposed manual consists of sections entitled
13 "Table of Contents," "Introduction and History," "Purpose and
14 Scope," "Roles and Responsibilities, ". "Policies and Procedures
15 Related to Conduct," "Public Meeting Procedures," "Code of Ethics,"
16 "Board, Commission and Committees," "Budget Process," "Exhibits,"
17 and a "Conclusion," and
18 WHEREAS, having had the opportunity to review this format
19 and offer any suggested modifications, the Board has agreed that it sets
20 forth what is needed in an orientation manual for service as a member
21 of the Little Rock Board of Directors, and
22 WHEREAS, this orientation manual is considered to be a living
23 document that will require updating from time to time to reflect
24 changing circumstances, and
25 WHEREAS, to make this orientation manual completely
26 effective, it will be necessary to amend certain existing ordinances or
27 resolutions of the Board of Directors, and to review certain other
28 material to assure compliance with state and federal law, and

I WHEREAS, the City Attorney has agreed that this review,
2 already under place, can be completed within six weeks of the adoption
3 of this resolution,
4 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF
5 DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS:
6 Section 1. The Board of Directors adopts the document
7 denominated the Final Draft and dated March 6, 2001, and entitled
8 City of Little Rock Orientation Manual for Little Rock Board of Directors,
9 and directs that the final version of this matter be dated March 6,
10 2001, for purposes of clarification.
11 Section 2. The City Attorney is directed to review this manual
12 in detail over the next six weeks, and to bring before this Board any
13 necessary ordinances or resolutions to implement its various
14 provisions, and to recommend to this Board any necessary amendments
15 to the provisions in the manual.
16 Section 3. Repealer. All resolutions, policy statements,
17 guidelines, and parts of any such documents, are hereby repealed to
18 the extent of any inconsistency with the provisions of this resolution.
