RESOLUTION NO. 11,007
A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER INTO
A TNEP CONTRACT WITH OTHA AND MARY JACKSON FOR THE
CONSTRUCTION OF A HOME AT 2301 SOUTH CHESTER STREET IN A
PORTION OF THE TORNADO DISASTER REBUILD TARGETED
NEIGHBORHOOD ENHANCEMENT PLAN AREA; AND FOR OTHER
PURPOSES.
WHEREAS, the General Assembly has granted Arkansas municipalities the right,
upon compliance with the provisions of Act 320 of 1997, as amended, to designate and
approve a targeted neighborhood enhancement plan (TNEP) for appropriate areas within
the City, and
WHEREAS, pursuant to Little Rock, Ark., Resolution-No. 10, 634 (September 7,
1999), the City has created the Tornado Disaster Rebuild TNEP and the boundaries of this
area include 2301 South Chester Street, and
WHEREAS, Mr. & Mrs. Otha Jackson intend to construct a single family dwelling
at this address and, are willing to contract with the City to help revitalize and restore this
particular area by living within this dwelling for a period of five (5) years, and
WHEREAS, the construction cost of this new home is sixty seven thousand two
hundred and fifty dollars ($67,250.00), and the consideration of the contract between the
City and Mr. and Mrs. Jackson is thirteen thousand four hundred and fifty dollars
($13,450.00), and therefore complies with the twenty percent (20 %) maximum set forth
in state law,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS
OF THE CITY OF LITTLE ROCK, ARKANSAS:
Section 1. The City Manager is authorized to enter into a TNEP contract with Mr.
Otha Jackson and his wife Mrs. Mary Jackson, in a form substantially the same as that
attached a Exhibit A to this resolution, for an amount not to exceed thirteen thousand four
hundred and fifty dollars ($13,450.00), for Mr. and Mrs. Jackson to construct and live in
a single family residence at 2301 South Chester Street, an address located within the
Tornado Disaster Rebuild TNEP.

1 Section 2. Severability. In the event any title, section, paragraph,
2 subparagraph, item, sentence, clause, phrase, or word of this resolution is declared or
3 adjudged to be invalid or unconstitutional, such declaration or adjudication shall not affect
4 the remaining portions of the resolution which shall remain in full force and effect as if the
5 portion so declared or adjudged invalid or unconstitutional was not originally a part of the
6 resolution.
7 Section 3. Repealer. All laws, ordinances, resolutions, or parts of the same,
8 that are inconsistent with the provisions of this resolution are hereby repealed to the extent
9 of such inconsistency.
