3 A RESOLUTION TO GRANT 150 TAXI CAB PERMITS TO
4 CAPITOL CAB LEASING COMPANY; AND FOR OTHER
5 PURPOSES.

7 WHEREAS, the City has currently permitted Capitol Cab Leasing Company to
s obtain 110 taxi cab permits for the year 2000, and
9 WHEREAS, in an effort to increase quality taxi cab service in the City ; Capitol
10 Cab Leasing Service has requested that it be granted an additional 40 taxi cab permits
II for the year 2001 and, the City has determined that it is appropriate to grant these
12 additional taxi cab permits to a company that maintains a well run fleet of commercially
13 insured taxi cabs,
14 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF
15 DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: I
16 Section 1. Capitol Cab Leasing Company is hereby authorized to obtain 150
17 taxi cab permits for the period from January 1, 2001 to December 31, 2001.
18 Section 2. After a public hearing the City has agreed to issue an additional 40
19 taxi cab permits to Capitol Cab Leasing Company for this one year period based upon.
20 a perceived need for additional taxi cabs by a company that has provided quality service
21 and and does so, provided the City reserves the right to reduce or rescind these
22 additional permits after December 31, 2001, if it is deemed in the best interests of the
23 City to do so. It is expressly understood that the City Board may, in its sole discretion,
24 deem it in the best interests of the City not to renew all or part of these 40 additional taxi
25 cab permits if during calendar year 2001 Capitol Cab Leasing Company does not utilize
26 any of these permits to have additional operating taxi cabs operating on City streets or,
27 if for any other reason it is found to be detrimental to the delivery of taxi cab services to
28 patrons and citizens of the City to have this number of taxi cabs in operation.

Section 3. Nothing in this resolution limits the ability of the City to take any
action authorized in the Little Rock Transportation Code.
Section 4. Severability. In the event any title, section, paragraph, item,
sentence, clause, phrase, or word of this resolution is declared or adjudged to be invalid
or unconstitutional, such declaration or adjudication shall not affect the remaining
portions of the resolution which shall remain in full force and effect as if the portion so
declared or adjudged invalid or unconstitutional was not originally a part of the
resolution.
... Section 5. Repealer. All laws, ordinances, resolutions, or parts of the same,
that are inconsistent with the provisions of this resolution are hereby repealed to the
extent of such inconsistency, particularly provisions that deal with the term of earlier
taxi cab permits.
