3 A RESOLUTION TO AUTHORIZE A LEASE AGREEMENT BETWEEN THE
4 CITY AND FIRST TEE OF ARKANSAS TO MANAGE THE JACK
% 5 STEPHENS YOUTH GOLF ACADEMY; AND FOR OTHER PURPOSES.

7 WHEREAS, pursuant to Section 503 of Chapter 4 of Title 22 of the Arkansas
s Code, the City published advertisements of its intent to lease municipal property
9 dedicated to park purposes to an entity that would manage, operate and maintain a
10 youth golf program, and to make capital improvements to the park property that would
11 enhance the quality of such a program, and
12 WHEREAS, First Tee of Arkansas submitted the response deemed to be the most
13 desirable to fulfill the City's interests in such a program,
14 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF
15 DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS:
16 Section 1. The City Manager is authorized to execute a contract, acceptable to
17 the City Attorney, with First Tee of Arkansas, for the lease, improvement, management
18 and operation of a youth golf facility within the City of Little Rock, Arkansas. This
19 lease agreement is to be consistent with the specifications set forth in the public bid for
20 the use of this park land.
21 Section 2. This facility has been named the Jack Stephens Youth Golf
22 Academy in honor of one of the City's most outstanding corporate citizens; a man also
23 known and respected within the nation's amateur and professional golfing organizations
24 for his dedicated service on behalf of the game of golf and, most recently, on making this
25 game accessible and enjoyable to all youth.
26 Section 3. Severability. In the event any title, section, paragraph, item, sentence,
27 clause, phrase, or word of this resolution is declared or adjudged to be invalid or
28 unconstitutional, such declaration or adjudication shall not affect the remaining portions

i of the resolution which shall remain in full force and effect as if the portion so declared
2 or adjudged invalid or unconstitutional was not originally a part of the resolution.
s Section 4. Repealer. All laws, ordinances, resolutions, or parts of the same, that
4 are inconsistent with the provisions of this resolution are hereby repealed to the extent
s of such inconsistency.
