HomeMy WebLinkAbout109351 2 3 4 5 6 7 8 9 10 11 12 13 14 15 0 0 RESOLUTION NO.10.935 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER INTO AN AGREEMENT WITH THE CONSULTING ENGINEERS GROUP TO CONDUCT A COMPREHENSIVE PARKING STUDY FOR THE DOWNTOWN AREA; AND FOR OTHER PURPOSES. WHEREAS, there is a need to review the various parking issues in downtown Little Rock, and to utilize diverse methods of data compilation including, but not limited to, citizen - parking surveys, site inventories, and consideration of other issues that impact residential, commercial, convention and governmental parking demands in the area, and WHEREAS, after a competitive selection process it was determined that The Consulting Engineers Group was the most qualified entity to provide these services, and WHEREAS, this study should be done within the next six month period of time, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: 16 Section 1. The City Manager is authorized to enter into an agreement with The 17 18 19 20 21 22 23 24 25 26 27 28 29 Consulting Engineers Group, in a form acceptable to the City Attorney, to do a comprehensive parking study in downtown Little Rock with the goal that this study will be completed within six (6) months from the date of execution of the agreement. The consideration for this agreement shall be limited to fifty eight thousand ($58,000.00) dollars, and these funds are to be paid with monies from parking meter revenues that are not otherwise pledged to the bond issue used to purchase the downtown parking deck. Section 2. For purposes of this resolution, the downtown area shall be defined as the area bounded by Interstate -30 on the east, the Arkansas River on the north, Chester Street on the west, and Interstate -630 on the south. The parking issues to be reviewed shall include the area east of Interstate -30, the Clinton Presidential Park site, the River Market District, the State Capitol area, and the Main Street Redevelopment Project. Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or adjudication shall not affect the remaining portions of the resolution which shall remain in full force and effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the resolution. Section 5. Repealer. All laws, ordinances, resolutions, or parts of the same, that are inconsistent with the provisions of this resolution are hereby repealed to the extent of such inconsistency.
