3 A RESOLUTION TO ADOPT THE FISCAL YEAR 2000
4 ANNUAL HUD CONSOLIDATED PLAN BUDGET;
s TO ADOPT THE FISCAL YEAR 2001 ANNUAL HUD
6 CONSOLIDATED PLAN BUDGET; TO DESIGNATE
7 VARIOUS PROJECTS FOR THE ALLOCATION OF
s FUNDS; AND FOR OTHER PURPOSES.

10 WHEREAS, the City participates in Community Development Block Grant
1t ( "CDBG ") programs, and also receives HOME monies and Emergency Shelter Grant
12 ( "ESG ") monies, and agrees to follow the guidelines for the designation of projects and
13 the allocation of funds set forth by the U.S. Department of Housing & Urban
14 Development ( "HUD "), and
15 WHEREAS, after conducting at least 31 neighborhood education and
16 information meetings throughout the City during the months of March and April, 2000,
17 in order to provide citizens with an opportunity to comment on existing activities and,
18 to recommend priorities for the use of the City's anticipated receipt of HUD CDBG,
19 HOME and ESG resources, a proposed budget is now available, and
20 WHEREAS, it has been recommended by HUD that the City adopt consolidated
21 plan budgets for Fiscal Year 2000 ( "FY 2000 ") and Fiscal Year 2001 ( "FY 2001 ") in
22 order to assure the City programs and its budget year are synchronized, and
23 WHEREAS, the Board of Directors of the City of Little Rock, Arkansas, on May
24 2, 2000, after proper advertisement and notice, conducted a public hearing on the
25 proposed budgets,
26 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF
27 DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS:

1 Section 1. The Annual HUD Consolidated Plan Budget for FY 2000, and the
2 Annual HUD Consolidated Plan Budget for FY 2001, attached to this resolution as
3 Exhibit A, are hereby adopted.
4 Section 2. The City Manager is authorized to make any necessary applications,
s and to instigate any necessary contracts, to accomplish the projects approved as a result
e of this resolution.
7 Section 3. (A) The budget amounts adopted, which are set forth in more
s detail on Exhibit A, include the following for FY 2000:
9 (I) Three million four hundred and twenty five thousand eight hundred
10 and forty six dollars ($3,425,846) for designated CDBG projects;
11 (II) Nine hundred and ninety-five thousand dollars ($995,000) for
12 designated HOME projects;
13 (III) Ninety-one thousand eight hundred and seven dollars ($91,807) for
14 ESG projects;
15 (B) The budget amounts adopted, which are set forth in more
16 detail on Exhibit A, include the following for FY 2001:
17 (I) Two million two hundred twenty-six thousand dollars ($2,226,000)
18 for designated CDBG projects;
19 (II) Nine hundred and eighty-five thousand dollars ($985,000.00) for
20 designated HOME projects;
21 (III) Seventy-nine thousand dollars ($79,000) for designated ESG
22 projects.
23 (C) The funds set forth above, and included in more detail on
24 Exhibit A, represent federal entitlement funds which will become available to the City
25 upon the completion of the HUD application and contract process.
2e Section 2. Severability. In the event any title, section, subsection,
27 subdivision, paragraph, subparagraph, item, sentence, clause, phrase, or word of this
28 resolution is declared or adjudged to be invalid or unconstitutional, such declaration or

adjudication shall not affect the remaining portions of the resolution which shall remain
in full force and effect as if the portion so declared or adjudged invalid or
unconstitutional was not originally a part of the resolution.
Section 3. Repealer. All laws, ordinances, resolutions, or parts of the same,
that are inconsistent with the provisions of this resolution are hereby repealed to the
extent of such inconsistency.
