HomeMy WebLinkAbout179491 ORDINANCE NO. 17,949 2 AN ORDINANCE TO AMEND LITTLE ROCK, ARK., 3 ORDINANCE NO. 17,927-X (JANUARY 26, 1999) TO ...82 a CLARIFY THE MEMBERSHIP ON THE LITTLE 5 ROCK ZOO BOARD OF GOVERNORS; TO DECLARE 6 AN EMERGENCY; AND FOR OTHER PURPOSES. 7 WHEREAS, the Board of Directors passed Little Rock, Ark., Ordinance No. 8 17,927 -X (January 26, 1999)( "LRO') which created a new Zoo Department for the City 9 and, established an advisory body to be known as the Little Rock Zoo Board of 10 Governors, and 11 WHEREAS, the initial membership of the Board of Governors included the City 12 Manager as one of the members, and 13 WHEREAS, after further consideration it is believed that the City Manager can 14 benefit from the input of the Board of Governors, and another at -large member could 15 be selected, 16 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF 17 DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: 18 Section 1. Section 3 of LRO 17,927 -X is hereby amended to provide for the 19 makeup of the Little Rock Zoo Board of Governors as follows: 20 Little Rock Zoo Board of Governors. A Little Rock 21 Zoo Board of Governors is created to review, consult and 22 advise the City on matters concerning the operation and 23 maintenance of the Little Rock Zoo. 24 (A) The Board of Governors shall consist of nine 25 members, appointed by the Board of Directors, eight of 26 whom shall serve for staggered terms of three years after 27 the initial cycle of terms. One member of the Board of 28 Governors shall be a sitting member of the Board of 29 Directors and shall serve at the pleasure of the Board of -1- (Corrected 3- 16 -99.) 1 Directors. The initial eight members of the Board of 2 Governors, other than the Board of Directors member, shall 3 draw lots to see which three members shall serve an initial 4 term of three years, which three shall serve an initial term 5 of two years, and which two shall serve an initial term of 6 one year. Except for the Board Member, no person shall be 7 allowed to serve on the Commission for more than two 8 consecutive three year terms, nor in any event, more than 9 eight continuous years. 10 (B) The City Manager shall attend Board meetings 11 and shall be granted all rights and privileges of Board 12 membership, including the right to attend executive sessions 13 to discuss personnel matters, but shall not have the right to 14 vote. M M 15 Section 2. Severability. In the event any title, subtitle, section, subsection, 16 subdivision, paragraph, subparagraph, item, sentence, clause, phrase, or word of this 17 ordinance is declared to adjudged to be invalid or unconstitutional, such declaration or 18 adjudication shall not affect the remaining portions of this ordinance which shall remain 19 in full force and effect as if the portion so declared or adjudged invalid or 20 unconstitutional was not originally a part of this ordinance. 21 Section 3. Repealer. All ordinances, resolutions, laws or policies, or parts of 22 any such material, in conflict with the provisions of this ordinance are hereby repealed 23 to the extent of such inconsistency. 24 Section 4. Emergency. The Board of Directors has previously declared the 25 importance of moving forward with the new govenmance of the Little Rock Zoo through 26 the creation of a new department, and has further state that such action is essential for 27 the public health, welfare and safety. This ordinance furthers those aims by enabling the -2- 0 83 I Board to complete the selection of a new Little Kock Goo boaro of Uirectors. An 2 emergency is, therefore, declared to exist and this ordinance shall be in full force and 3 effect from and after the date of its passage. .
