s A RESOLUTION TO COMMEND SENATORS DALE
4 BUMPERS AND TIM HUTCHINSON FOR THEIR
s EFFORTS TO PROTECT CITIES IN THE INTERNET
6 TAX FREEDOM ACT OF 1998; AND FOR OTHER
7 PURPOSES.

9 WHEREAS, the growth of business transactions via the internet has threatened
10 the survival of small businesses, and has threatened the ability of local governments to
I t collect appropriate gross receipts or compensating use taxes necessary for the continued
12 vitality of these governments, and
Is WHEREAS, Senators Dale Bumpers and Tim Hutchinson of Arkansas helped to
14 lead the fight to protect existing state and local taxes, and to assure a commission would
15 be appointed to study the best way to assure state and local tax equity, and
16 WHEREAS, the final draft of the bill also differentiated between municipal taxes
17 and municipal fees, and
t8 WHEREAS, the final draft of the legislation also created a commission to
19 properly study the question of taxation for purchases made via the internet, and
20 WHEREAS, without these amendments, the Internet Tax Freedom Act of 1998
21 could have had devastating effect on the City and on other cities throughout the
22 Country,
23 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS
24 OF THE CITY OF LITTLE ROCK, ARKANSAS:
25 Section 1. The Board of Directors of the City of Little Rock, Arkansas,
26 commends Senator Dale Bumpers and Senator Tim Hutchinson for their outstanding
27 work to protect the interest of local governments and small businesses in the wording of
28 legislation known as the Internet Tax Freedom Act of 1998.

1 Section 2. The Mayor is requested to send a signed and embossed copy of this
2 resolution to each of the Senators as an additional expression of the City's gratification
3 for their outstanding work.
