CLINTON PRESIDENTIAL LIBRARY; AND FOR

OTHER PURPOSES.

WHEREAS, the City has been selected as the site for the Clinton Presidential
I1
Library; and

WHEREAS, the City has started to acquire property for the Presidential Park
13
so there will be a park like campus that houses the library and other structures within
A
14
this unique area; and
15
WHEREAS, the process of negotiation for the purchase of these properties, or
16
the condemnation of these properties, has begun; and
17
WHEREAS, it is still the intention of the Board of Directors to create a
18
Clinton Presidential Library District which shall be a special zoning district with
19
certain overlay features; and
20
WHEREAS, it would be inappropriate to consider rezoning applications,
21
building permits, or demolitions, within this period of time; and
22
WHEREAS, the previous moratoria set forth in Little Rock, Ark., Resolution
23
No. 10,125 (November 7, 1997) and Little Rock, Ark, Resolution No. 10,260 (May
24
5, 1998), expired on September 30, 1998,

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF
26
DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS:

Section 1. For a period of six months from September 30, 1998, to and
28
including March 3I, 1999, no building permits or rezoning applications for the area

1 designated the Clinton9esidential Park District shall be acted, provided that any 481
2 occupied and operating structures presently within this District shall be permitted to
3 receive building permits necessary to comply with any public health or safety
4 violations that must be addressed immediately.
5 Section 2. The Clinton Presidential Park District shall be that area generally
6 described as:
7 South of the Arkansas River, east of Interstate 30, north
8 of the mid -line between 6th Street and Capitol Avenue
9 west of Pepper Street and north of Capitol Avenue east of
10 Pepper Street, and west of Pepper Street south of Capitol
11 Avenue and west of Bond Street north of Capitol Avenue
12 as shown on Exhibit B to this Resolution with the site of the library shown on Exhibit
13 A
14 Section 3. The City intends to have the actual site upon which the library
15 will be located ready for construction at such time as is desired by the entity which
16 will build the presidential library.
