A RESOLUTION TO APPROVE THE PURCHASE OF LOTS 1, 2

AND 3 BLOCK 16, LOTS 6, 7 AND 8 BLOCK 15, RUSSELL'S

ADDITION TO THE CITY OF LITTLE ROCK, ARKANSAS, AND

CERTAIN OTHER ADJACENT LANDS FOR THE WILLIAM

JEFFERSON CLINTON PRESIDENTIAL PARK FOR $1,294,000;

TO AUTHORIZE THE MAYOR, CITY CLERK AND CITY
9
MANAGER TO EXECUTE ANY NECESSARY DOCUMENTS; AND

FOR OTHER PURPOSES.

WHEREAS, the City Board of Directors has decided to create the William Jefferson Clinton
uu

Presidential Park and to assure that this park is large enough to, among other things, house the

Clinton Presidential Library, and
15
WHEREAS, certain property in the area designated for the Park is owned by Educators
w
16
Book Depository of Arkansas, Inc.; and

WHEREAS, the property was appraised at $1,100,000 by the City's appraiser, and was

appraised by the owner's appraiser at $1,500,000 with consideration of additional costs, value and
19
matters of compensation, and
20
WHEREAS, after consideration for the saved expenses of not having to litigate a
21
condemnation action and, in the process, possibly having to pay a higher amount by court judgment,
22
the parties have agreed that the City's appraised value, with allowance for potential additional costs,
23
equals a total price of$1,294,000 as just compensation,
24
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
25
THE CITY OF LITTLE ROCK, ARKANSAS:

Section 1. The Mayor, City Clerk and City Manager are authorized to execute documents,
27
found by the City Attorney to be in correct legal form, which permit the purchase of the lands legally
28
described in Exhibit "A" attached hereto, for the amount of One Million Two Hundred Ninety -Four
29
Thousand Dollars ($1,294,000) which has been agreed by the parties to constitute just compensation.

Section 2. Funds for this purchase are available from Account No.210 -21 4 -095 7.
