3 A RESOLUTION IN SUPPORT OF EMPOWERMENT
4 ZONE APPLICATION FOR PULASKI COUNTY.

6 WHEREAS, the U.S. Department of Housing and Urban Development has
7 announced the second grant round of the Empowerment Zone Program; and
8 WHEREAS, Urban communities selected for the second grant round of the
9 Empowerment Zone Program may receive up to $10 million per year for ten years; and
10 WHEREAS, the Empowerment Zone grant funds are to be leveraged with other
1 I community resources, amplifying their overall impact; and
12 WHEREAS, residents of the urban core of Little Rock and North Little Rock
13 are disproportionately affected by poverty and underemployment; poor housing; higher
14 than average levels of unemployment and crime; lower tan average levels of educational
15 attainment; and
16 WHEREAS, the impacts of the Empowerment Zone Program would raise the
17 standard of living in the designated area and lift many residents out of poverty; and
18 WHEREAS, the central areas of Little Rock and North Little Rock, along with
19 certain developable sites meet the Empowerment Zone demographic criteria; and
20 WHEREAS, the process of preparing the Empowerment Zone Program has been
21 inclusive, involving community residents, representatives of community based
22 organizations and nonprofit agencies, local governments, school districts, post secondary
23 education institutions, medical institutions, business and industry, financial institutions,
24 and philanthropic organizations; and
25 WHEREAS, the Empowerment Zone Program proposal accurately represents an
26 analysis of community conditions and a feasible strategic plan and program and project
27 proposals to create communities of opportunity.

1 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS
2 OF THE CITY OF LITTLE ROCK, ARKANSAS:
3 SECTION 1. The Mayor is hereby authorized to execute all documents required to
4 be included in the Empowerment Zone Program proposal and application for funding.
