HomeMy WebLinkAbout101341 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 0 M RESOLUTION NO. 10,134 0 A RESOLUTION AUTHORIZING THE CREATION OF A HOUSING PARTNERSHIP AND LANDBANK PROGRAM IN THE DEPARTMENT OF HOUSING AND NEIGHBORHOOD PROGRAMS AND OTHER MATTERS NECESSARY TO IMPLEMENT THE PROGRAM IN BOARD OF DIRECTORS - DESIGNATED TARGETED NEIGHBORHOODS; AND TO AUTHORIZE CREATION OF A COMMUNITY HOUSING BOARD WITH MAJORITY MEMBERSHIP OF TASK FORCE MEMBERS, AND FOR OTHER PURPOSES. WHEREAS, a part of the FUTURE - Little Rock process included recommendations which called for the creation of a Landbank Authority and Housing Partnership Program; and WHEREAS, City staff concurs with the recommendations from the Housing Partnership and Landbank Authority Task Force co- chaired by Jerry Hulsey and Director Joan Adcock that met for several months to fulfill the FUTURE -Little Rock goals in a manner that complies with Arkansas law; and WHEREAS, City staff has submitted an outlined Implementation Plan, approved by the Housing Partnership and Landbank Authority Task Force, which calls for the creation of three (3) new staff positions. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: SECTION 1. The City accepts the Implementation Plan of the City staff and the Housing Partnership and Landbank Authority Task Force, attached as Exhibit A to this Resolution, and shall incorporate these recommendations into City policy as set forth in appropriate ordinances and resolutions. SECTION 2. The City hereby authorizes creation of a Community Housing Board to provide input from neighborhood residents and community concerns about development of low and moderate income housing within the City. " IZl� Prepared by: City of Little Rock Department of Housing and Neighborhood Programs I. Introductio FUTURE -Little Rock program funds will be used to launch the Housing 00. Partnership and Landbank Program as a "one -year pilot program" in order to determine its effectiveness in target neighborhoods and non -target areas, depending on funding availability. At the close of the fiscal year, an executive report will be prepared to gauge the program's effectiveness before future funds are committed to continue program activities in target areas as well as non- targeted areas. The plan for the creation of a Housing Partnership Program, Housing Partnership Clearinghouse, and a Landbank Program proposes that their activities and operations be initially supported by funds from the special half cent sales tax created as a result of the FUTURE -Little Rock referendum. The "Annual Program Budget" for the (3) Housing Partnership/Landbank Program entries will provide funding for property acquisition, new construction, rehabilitation, housing program information, and leveraging capital for private sector involvement. The City Attorney's office will determine the limits on the allowable uses of these public funds. Private sector funds will also be leveraged to provide additional financial support. The budget provides funds for salary, benefits, and operating for the Housing Partnership Program. The FY 1998 budget for the first year includes $413,000 in FUTURE -Little Rock funds and possibly other resources obtained through the Central High School Homeownership Zone Application. Funding for the start-up year will finance the acquisition and rehabilitation of 25 units of affordable housing for homeownership and 8 rental units. These numbers of units correspond to the Task Force decision to maintain a 75 %/25% ratio between ownership and rental units. The majority of the ownership units will result from the acquisition and rehabilitation of single - family homes. The remaining will result from the acquisition and rehabilitation of ten (10) antebellum homes, which will be subdivided to provide one ownership and one rental unit. The owner- occupant will provide on -site property management, leading to further neighborhood stabilization. The "Annual Program Budgets" were developed through extensive communication with our consultants, Task Force and City staff. A three -step process was used. The first step in creating this budget was to gather information on the sources and uses of funds. Information on the sources of funds included the type of funds available, the amount, and the restrictions on its use. Information on the uses of funds included typical projects to be undertaken, project development and operating costs, rents and sales prices, the income of households to be targeted, and the Task Force's preferences about the ratio of ownership to rental housing. II. OrganizatilStructure • 6 ®1 The existing Little Rock Board of Directors will serve as the ultimate authority for the Landbank Program operations. A neighborhood advisory board known as the Little Rock Community Housing Board will be established to provide input from neighborhood residents. Three full -time staff persons will be required to manage the programs of the Housing Partnership and Landbank Program. (See organization chart.) III. Job Descriptions of Staff The following job descriptions have been devised in draft form in order to carry out the program functions for the Housing Partnership and Landbank Program: • Landbank Program Administrator: To oversee the Housing Partnership and Landbank Programs to ensure financial feasibility; effective operations, and timely completion of housing, community development, and neighborhood revitalization projects that utilize these program funds. • Housing Partnership Clearinghouse Administrator: To establish and maintain computerized files and hard data systems in order to maintain a community -wide clearinghouse for affordable housing developers, consumers, and service providers. Also attends meetings and make presentations to community development corporations, citizen participation committees, non - profit developers, and others to provide information and technical assistance. • Administrative Assistant I: To perform work of average difficulty in providing administrative support and researching and analyzing materials for an assigned housing program (Housing Partnership and Landbank Program) in the City of Little Rock's Department of Housing and Neighborhood Programs. IV.
