HomeMy WebLinkAbout100970 0 RESOLUTION NO. 10,097 488 A RESOLUTION TO SET FORTH IN MORE DETAIL THE STEPS TO BE TAKEN TO DEVELOP THE CENTRAL HIGH SCHOOL TARGETED NEIGHBORHOOD ENHANCEMENT PLAN; AND FOR OTHER PURPOSES. WHEREAS, the City has recently celebrated the anniversary of the integration of Central High School and has taken to heart the remarks of President Clinton, Governor Huckabee, Ernest Green and other members of the Little Rock nine to join hands to end racism in this society; and WHEREAS, this celebration marked a new beginning for this community, a beginning to be marked by bold steps to improve the possibilities for all of our citizens; and WHEREAS, one way to develop these possibilities is to improve neighborhoods which are at heart the most basic fabric of any city; and WHEREAS, the first neighborhood to be addressed as a targeted neighborhood pursuant to Act 320 of 1997 is the Central High School neighborhood; and WHEREAS, the City has previously adopted a resolution to outline the boundaries of this neighborhood and to direct staff to help develop a plan. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: SECTION 1. In developing a plan to qualify the Central High School neighborhood as a targeted neighborhood pursuant to Act 320 of 1997, the City staff shall do the following: (A) Compile a report on the Central High School targeted neighborhood that includes: 0 0 1 (I) A brief history of the neighborhood including current demographic information 2 about the residents; 3 (II) Information on the deterioration and demolition of housing stock 4 within the boundaries of the neighborhood; 5 6 (II1) Information concerning the incidents of crime within the 7 boundaries of the neighborhood; 8 (IV) The location of existing government resources, such as police 9 and fire substations neighborhood alert centers, � schools, p la ygrounds, and government 11 centers, that could help rehabilitate the neighborhood; 12 (V) A list of financial institutions and entities that are willing to 13 participate as lending institutions to persons who contract with the City of Little Rock, 14 should this targeted neighborhood enhancement plan be implemented, to build, rehabilitate, 15 16 and reside in a residential structure within the Central High neighborhood in accordance with 17 the plan; 18 (VI) A set of model documents and contracts that the City will use to 19 fulfill the purposes of the enhancement plan to the extent that City financial resources are 20 21 utilized. 22 (B) Develop a plan to rehabilitate the various blocks of the neighborhood 23 and set forth within that plan a list of the resources the City should be willing to dedicate to 24 ensure of the success of the enhancement plan. 25 26 SECTION 2. Once the report and plan set forth in Section 1 have been 27 completed, the Board of Directors shall set at least two public hearings at different locations 28 within the City to discuss the proposals and the resources the City will dedicate over the next 29 five (5) years to ensure the success of the enhancement plan. 30 31 SECTION 3.
