RESOLUTION NO. 10,083
A RESOLUTION TO RATIFY THE NOTICE AND TO FORMALLY
SET SEPTEMBER 30, 1997, AS THE DATE FOR A PUBLIC
HEARING ON WHETHER TO ISSUE $3,300,000 IN REVENUE
BONDS TO PURCHASE THE PARKING DECK AND FACILITIES
LOCATED AT SECOND AND MAIN STREETS, LITTLE ROCK,
ARKANSAS; AND FOR OTHER PURPOSES.
WHEREAS, the City has been requested by the Little Rock Advertising and
Promotion Commission to issue bonds to facilitate the purchase of a parking deck and
facilities located at Second and Main Street in Little Rock, Arkansas, from Metrocentre
Improvement District No. 1; and
WHEREAS, the City has previously indicated its interest in doing so and has
authorized the appointment of bond counsel and a bond underwriter; and
WHEREAS, pursuant to state and federal law it is necessary to hold a public hearing
on such a question prior to going forward with the issuance of the bonds; and
WHEREAS, the required notice was published in the Arkansas Democrat- Gazette
sufficiently prior to September 30, 1997, to provide this notice.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS
OF THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. The City ratifies the publication of notice, attached as Exhibit A to this
resolution, in the Arkansas Democral- Gazelle at least 10 days prior to a public hearing to be
held on Tuesday, September 30, 1997.
SECTION 2. The City sets Tuesday, September 30, 1997, as the date for a public
hearing on the question of whether to adopt an ordinance to authorize the issuance of an

amount not to exceed $3,300,000 of City of Little Rock, Arkansas, Capital Improvement
Revenue Bonds (Second and Main Street Project), Series 1997, pursuant to Title 14, Chapter
164, Subchapter 4, as amended, of the Arkansas Code, in order to purchase a parking deck
and facilities located at Second and Main Streets in Little Rock, Arkansas, from Metrocentre
Improvement District No. 1.

Notice is hereby given that a public hearing will be held by the Board of Directors of the City, of
Little Rock, Arkansas (the "City") at the regular meeting place of the Board of Directors, 500 W. Markham,
Second Floor, Little Rock, Arkansas at 4:00 p.m. on September 30, 1997, on the question of the adoption
of an Ordinance authorizing the issuance of not to exceed $3,300,000 in principal amount of City of Little
Rock, Arkansas Capital Improvement Revenue Bonds (Second and Main Street Project), Series 1997 (the
"Bonds ") under the authority of Arkansas Code Annotated Title 14, Chapter 164, Subchapter 4, as amended
(the "Act "), to finance the costs of acquiring from Metrocentre Improvement District No. 1 of the City of
Little Rock, Arkansas, the parking deck and related facilities located at Second and Main Streets, Little
Rock, Arkansas (the "Project"). The Project will be owned by the City and managed and operated by the
Little Rock Advertising and Promotion Commission. Payment of the principal of and interest on the Bonds
will be secured by a pledge of the revenues generated by the Project and by other parking revenues of the
City. Any person interested may appear before the Board of Directors on the day, and at the location,
described above and be heard for or against the issuance of the Bonds. At such hearing all objections and
suggestions will be heard and considered and the City will take such action as is deemed proper.
