A RESOLUTION AUTHORIZING THE CITY
MANAGER TO ENTER INTO A CONTRACT IN THE
AMOUNT OF $5,000 WITH UALR TO DO A STUDY
ON HOME RULE.
WHEREAS, the staff of the Institute of Government (IOG) at UALR endorses without
reservation the presentation made at the last board meeting by George Campbell; and
WHEREAS, the IOG shares the concerns that any attempt to amend the Arkansas
Constitution must be a unified effort that includes municipal leaders from across this state.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS
OF THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. The City Manager is authorized to enter into a contract in the amount
of $5,000 with UALR to do a study on home rule in accordance with the proposal attached
hereto as Exhibit "A ".

A PROPOSAL TO DISCUSS
HOME RULE FOR ARKANSAS CITIES
Background
The staff of the Institute of Government at UALR endorses without reservation the
presentation made by Mr. George Campbell at the last board meeting on July 15. We share
the concern expressed by Mr. Campbell, Mayor Dailey and Director Hodges that any
attempt to amend the Arkansas Constitution must be a unified effort that includes municipal
leaders from across this state.
Proposal —
The IOG mission statement speaks to our commitment to assist all parties in improving the
quality of public service and education in this state. In that regard, the Institute is prepared
to assist in this effort in the following manner.
Project Description
Phase I Information gathering- consensus building
This phase will involve completing background research, ascertaining statewide interest in
the effort, and coming to a consensus on the scope and extent of the home rule to be
sought. This phase would be completed with a final report in November or December of
1997.
Phase II Action on the proposed initiated act
This effort will involve securing the necessary signatures for placement of the initiated act
on the ballot and beginning the statewide effort necessary for passage of the act. A
decision on whether or not to proceed will be made at the conclusion of Phase I. This
decision will be arrived at by mutual agreement among those cities and municipal leaders
that have been identified and that have participated in Phase I.
The Institute proposes to assist only in Phase I of the plan as described.
Phase I Action steps
I. August I- September 15
• Research and summarize the approaches and methodology used in various states in
securing home rule. Prepare an analysis of the home rule provisions in place in several
states detailing the alternative approaches that are possible and have been implemented.

• Concurrently, a number of visits will be made to mayors and municipal officials in
Arkansas cities. The list will be compiled with the assistance of the Arkansas
Municipal League through interaction with the Large Cities Advisory Council.
II. September 15- October 15

• Facilitate and host a number of statewide seminars and workshops for municipal
officials to provide background information on home rule and to ascertain interest in
seeking a constitutional amendment. The possibility of using a teleconference for this
will be explored.
III. October 15- November 15
• Prepare a report surrunarizing the findings of the visits, the workshops and our
perspective on whether or not a statewide effort is possible.
IV. December 1
• Present the report to those groups and entities that have been identified in this phase.
Staff Resources
• IOG will commit at a minimum the services of Dr. David Sink, Dr. Gloria Simo and
Hugh Earnest. Additionally, the Institute will utilize as appropriate any other resources
needed to complete this phase in a timely fashion.
Charge for service:
• The Institute considers this to be a public service. However, it will be necessary to
cover the actual costs associated with travel, preparation of materials, seminars etc.
The amount necessary for this should not exceed $5,000 and will be charged to the city
only as incurred. However, if it proves feasible to utilize an uplink for a
teleconference, it will be necessary to secure additional funding from a variety of
sources which may include the city.
