3 A RESOLUTION TO ASK THE ARKANSAS
4 CONGRESSIONAL DELEGATION TO
5 SUPPORT THE CONTINUATION OF THE
6 LOCAL LAW ENFORCEMENT BLOCK
7 GRANT PROGRAM; AND FOR OTHER
8 PURPOSES.

10 WHEREAS, there is an effort in the United States Congress to significantly alter the Local
11 Law Enforcement Block Grant Program (LLEBGP) in order to pay for the increased costs of
12 proposed programs that deal with certain juvenile justice problems; and
13 WHEREAS, the LLEBGP was fast funded in 1996 and has provided over one billion
14 dollars to local communities to deal with issues of law enforcement and, particularly, to assist in the
15 funding of local law enforcement positions to deal with community policing efforts; and
16 WHEREAS, the LLEBGP was a critical element of the 1994 anti-crime package passed by
17 the Congress and signed by President Clinton so, the elimination of this program would lead to a
18 significant void in a program that has proven successful and beneficial to the citizens of the City of
19 Little Rock, as well as the citizens of other communities throughout America.
20 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
21 THE CITY OF LITTLE ROCK, ARKANSAS:
22 Section 1. The Board of Directors of the City of Little Rock, Arkansas, asks the
23 congressional delegation of the State of Arkansas to vote against any effort that would eliminate or
24 substantially reduce the Local Law Enforcement Block Grant Program which was established as a
25 part of the 1994 anti-crime legislation.
