WHEREAS, visits by officials of Volgograd, Russia to the City of Little Rock, having been initiated through an enjoyable and continued association with the University of Arkansas for Medical Sciences, have sparked a mutual interest in the cultural and economic development of the two cities, and WHEREAS, Volgograd, Russia is an international symbol of resistance to the forces of tyranny and has become a thriving metropolis despite the almost complete destruction showered upon it during World War 11; and WHEREAS, the City of Little Rock wishes to cooperate with such a city in being a joint beacon of freedom and democracy; and WHEREAS, Volgograd, Russia, a river city situated on the Volga River and a port of five seas, is the seat of government for the Volgograd Region; and WHEREAS, Volgograd has stated public goals that are very similar to those of the City of Little Rock, including but not limited to, building citizen awareness and activating local economic development; and WHEREAS, both Volgograd, Russia, and the City of Little Rock, Arkansas, are cities of culture and art for their respective areas, and the citizens of both cities are committed to work together to promote social, educational, and economic projects designed to maintain and strengthen friendship between our two cities; and WHEREAS, the City of Little Rock wishes to develop sister city relationships with communities in other countries that share the same basic values as do the citizens of the City of Little Rock. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: SECTION 1. The City of Little Rock, Arkansas, hereby adopts the City of Volgograd, Russia, as a sister city and agrees to be adopted as a sister city of Volgograd, Russia. SECTION 2.
