WHEREAS, Pulaski County government currently pays more than $10 million to fund the state's courts, the Prosecuting Attorney and Public Defender's offices; and WHEREAS, the cost of paying for the state's court system totals more than 20 percent of Pulaski County's general fund budget; and WHEREAS, these costs have been passed on to Pulaski County by the state legislature with little or no regard for the county's ability to pay for them; and WHEREAS, these unfunded mandates by the state to pay for the state's court system have placed the county in an unstable financial situation not of its own making; and WHEREAS, the continued burden of carrying the weight of the state's courts will leave Pulaski County unable in the future to properly fund many of its most basic obligations to its citizens, including the Pulaski County Regional Detention Facility. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: SECTION 1. The Board of Directors of the City of Little Rock supports the Quorum Court's request asking that the Governor and the State Legislature pursue legislation to provide state funding of the state's court system.
