RESOLUTION NO. 9,797
A RESOLUTION TO REQUEST THAT THE
BUREAU OF PRISONS CONSIDER THE
COMMENTS AND PETITIONS OF VARIOUS
NEIGHBORHOOD ASSOCIATIONS CONCERNING
THE LOCATION OF A PROPOSED HALFWAY
HOUSE; AND FOR OTHER PURPOSES.

WHEREAS, the Bureau of Prisons has submitted a request for
bids for the placement of a halfway house facility to be used by
persons about to be released from federal incarceration; and
WHEREAS, the specifications require certain notice to
public officials and persons owning property near the proposed
facility; and
WHEREAS, the purpose of these notice requirements is to
assure that the facility is compatible with local zoning
regulations and, that it is acceptable to the local community;
and
WHEREAS, the Board of Directors has determined that the
letter of these requirements has been met, but the spirit of
these requirements has not been met since there are significant
local concerns to be addressed; and
WHEREAS, the Board has been told at a public session of
numerous concerns and, has received writings and petitions
noting these concerns; and
WHEREAS, the Board of Directors understands that certain
persons are not acceptable for placement in halfway houses under
current regulations, but further recognizes that these
regulations may change without further public comment, therefore
property owners and residential neighborhoods should be
consulted about the potential impact of this facility upon their
community.

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. The Board of Directors of the city of Little
Rock, Arkansas, requests that the Bureau of Prisons accept for
review all writings being forwarded by the City of Little Rock
with a copy of this resolution, and that it consider all other
communications from local neighborhood associations and citizens
concerning the possible location of a halfway house facility in
the City of Little Rock, Arkansas.
