A RESOLUTION IN SUPPORT AND

AUTHORIZATION TO JOIN THE CITIES FOR
7
CLIMATE PROTSC'PION CAMPAIGN.

WHEREAS, energy consumption, specifically the burning of
10
fossil fuels, e.g., coal, oil and gas, accounts for more than
11 85% of U.S. greenhouse gas emissions; and
12
WHEREAS, local governments greatly influence their
13 community's energy usage by exercising key powers over land use,
14 transportation, building construction, waste management, and, in
15 many cases, energy supply and managements; and
16 WHEREAS, local government actions taken to reduce
17 greenhouse gas emissions and increase energy efficiency provide
1B multiple local benefits by decreasing air pollution, creating
19 jobs, reducing energy expenditures, and saving money for the
20 City government, its businesses and its citizens; and
21 WHEREAS, the Cities for Climate Protection Campaign,
22 sponsored by the International Council for Local Environmental
23 Initiatives and U.S. Environmental Protection Agency will
24 provide cities in the.Campaign with:
25 e a framework for determining the sources
26 of local greenhouse gas emissions;
27 information and assistance in developing
28 a local action plan that will reduce
29 energy demand and greenhouse gas
30 emissions and provide tangible community
31 benefits;
32 ° publications such as the Climate Action
33 Tool Kit for Municipal Managers, and
34 Profiting from Energy Efficiency.
35 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
36 THE CITY OF LITTLE ROCK, ARKANSAS:

SECTION 1. As a participant in the Cities for Climate
Protection Campaign, the City of Little Rock, Arkansas, pledges
to:
1. Take a Leadership Role by increasing the Energy
Efficiency of and reducing the greenhouse gas emissions from
municipal operations, and
2. Develop a local action plan to increase energy
efficiency and reduce greenhouse gas emissions throughout the
community.
