RESOLUTION NO. 9,592
A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO
ENTER INTO CONTRACTUAL ACAURE D;NTS WITH
FARRIORS AND R&R TO PROVIDE UNIFORMS AND
ACCESSORIES FOR THE LITTLE ROCK FIRE
DEPARTMENT; AND FOR OTHER PURPOSES.
WHEREAS, the City provides certain uniforms and accessories
to its firefighters pursuant to agreements in the compensation
packages; and
WHEREAS, it was determined from repeated competitive
bidding that the bids on these items were always extremely close
with one bidder ,winning some items, the other bidder winning
other items, and the aggregate bid being within one or two
percentage points; and
WHEREAS, the City was asked if it was possible to deal with
both bidders since some firefighters live closer to one company
than to the other; and
WHEREAS, a competitive bid was offered that assured that if
the bids were no more than five percent (5%) in variation and
there were still no more than two bidders, then as an
accommodation to the firefighters an award would be made to both
bidders.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS:
Section 1. The City Manager is authorized to enter into
contractual agreements with Farrior's and R &R, Inc., to provide
uniforms and accessories for Little Rock Firefighters.
Section 2. The amount of these purchases on an annual basis
should not exceed sixty -two thousand dollars ($62,000), with
funds available in Account No. 100- 340 - 4200 -2020.

RECOMMENDATION AND DISCUSSION: It is recommended that this contract be
awarded to both bidders. The terms of the bid allowed for a multiple award if
the prices did not exceed a 5% variation. This contract satisfies the
agreement to allow fire fighters a clothing allowance and to purchase from a
supplier nearest to their work station or residence. The account availability
will be sufficient when the 1996 budget goes into effect. It is also
recommended that this contract be extended for one additional year as per the
terms of the bid and with City Managers approval.
