5 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO
6 ACCEPT BIDS AND AWARD CONTRACTS FOR ASPHALT
7 MATERIALS FOR THE DEPARTMENT OF PUBLIC WORKS;
g AND FOR OTHER PURPnSES.

WHEREAS, the City must annually use various types of
10 asphalt materials as a part of its public works operations; and
11 WHEREAS, after competitive bidding the lowest. responsible
12 and responsive bidders were selected to provide these materials.
13 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
14 THE CITY OF LITTLE ROCK, ARKANSAS:
Section 1. The City Manager is authorized to enter into
15 contractual agreements with the following companies to provide
16 the listed asphalt materials for the Public Works Department:

Section 2. The aggregate amount of these contracts should
not exceed the budgeted amount for these materials which, on the
date of this Resolution, is estimated to be one hundred and
fifty thousand dollars ($150,000.00).
Section 3. Funds for these purchases are available in
Account Nos. 200 -220- 2210 -3020; 200 - 220 - 2210 -3030;
200- 220 - 2210 -3050.

RECOMMENDATION AND DISCUSSION: It is recommended that the low bid meeting
specifications be accepted for each item. National Oil was disqualified on
item 2 (SS-1) because they required a minimum delivery of 5000 gallons which
far exceeds the departments requirements. Item 4,5 and 8 will require
secondary awardees as sometimes plants are down or are not producing those
products at the time needed. Occasionally it is not feasible to buy from one
plant as the distance from the job in progress makes it economically
unfeasible to buy from that plant. There is only one source known for item
1,3,6 & 7, however, bids were taken to verify this.
