M 1 2 A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER 3 INTO A CONTRACT WITH THE MEHLBURGER FIRM, INC., TO 4 PROVIDE ENGINEERING DESIGN SERVICES FOR EXPANSION OF 0 5 ° oTHE LITTLE ROCK LANDFILL. . 6 0 7 a WHEREAS, in 1990 a Solid Waste Management Needs Assessment was prepared d 9 for Pulaski County; and 10 WHEREAS, the results of the study revealed that the Little Rock landfill would 11 12 reach capacity in 1994; and 13 WHEREAS, this information and new subtitle D regulations concerning closure R14 requirements motivated Little Rock's decision to construct a new landfill; and N 15 16 WHEREAS, in 1991 a citizen's advisory committee was convened to develop p� 17 criteria for siting the Solid Waste facility resulting in the selection of a site at 10801 18 Ironton Cutoff Road; and 19 20 WHEREAS, original calculations projected that the City landfill would have 21 sufficient capacity until January 1997; and 22 WHEREAS, in January 1995, BFI began delivering substantial amounts of waste 23 24 to the City landfill and if this continues the landfill will have capacity for only ten 25 additional months; and 26 WHEREAS, a professional selection committee evaluated proposals and 27 recommended the Mehlburger Firm, Inc. as being the most qualified firm. zs 29 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF 30 31 THE CITY OF LITTLE ROCK, ARKANSAS: 32 SECTION 1.
