HomeMy WebLinkAbout93641 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 • • 192 RESOLUTION NO. 9,364 A RESOLUTION TO MANDATE PUBLIC HEARINGS TO OBTAIN CITIZEN INPUT AND PRIORITIES FOR THE EXPENDITURE OF FUNDS ESCROWED DURING THE LONG DISTANCE TELECOMMUNICATIONS FRANCHISE FEE LITIGATION AND OTHER UNSPENT 1994 CITY BUDGET FUNDS; AND FOR OTHER PURPOSES. WHEREAS, the first duty of an elected official in a democratic government to account to the citizens for all actions of the.government; and WHEREAS, the selection of projects and items for which public funds are expended is always a top issue for citizen concern; and WHEREAS, the Board of Directors of the City of Little Rock, Arkansas, has previously discussed possible expenditures to be made should funds escrowed because of the long distance telecommunications franchise fee litigation and funds that are available as carryover from the 1994 City budget. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: SECTION 1: The Board of Directors hereby reaffirms that prior to the expenditure of any such funds the Board should be informed of citizen opinion and attitudes of what items and projects should receive the highest priority. SECTION 2: The Board of Directors further states that an inclusive process to obtain citizen opinion is necessary and, therefore, prior to adoption of any ordinance to appropriate any of the City funds referred to above, at least two public hearings scheduled for April 18 and May 2, 1995, shall be conducted by and in the presence of the Board of Directors.
