TO ASHER AVENUE) LITTLE ROCK, ARKANSAS (Priority 1) EXISTING CONDITIONS: University Avenue is the major north/south arterial connecting Arkansas Highway 10 on the north to I -30 on the south. The proposed section for improvement is approximately 2.1 miles in length. University is the major access for two area hospitals, two regional shopping malls, and a major University. CAT has two bus routes that serves this area. The ADT on this section of roadway ranges from 33,860 to 42,020 vehicles per day based on 1992 volume counts. Based on the growth of traffic in the past 12 years in this oorhdoor, a growth rate of 2% per year was calculated. The 2010 traffic projection based on this calculation is approximately 45,366 to 56,300 vehicles per day. During peak hours, many sections of this roadway operate at a level of service F. This is due to the fact that the facility is only 4 lanes wide with the exception of some areas where widening has already occurred. Accident studies were completed for two different sections of University and are enumerated below: 1) Markham to 19th with an accident rate of 17.53 per million vehicle miles. 2) 19th to Asher with an accident rate of 12.06 per million vehicle miles. A project was recently completed in 1990 that improved the intersections and signals from Park Plaza Drive to Asher Avenue. As recently as 1991, a closed loop signal system was installed to further increase the capacity of this facility. 3/16/95 12d 9 ?T suogoasaiutaalq ;pazgauuegoa OSie loafold aq L laailS qlZ t of wugNjuw isam woaJ u000as aql ui Sui;gSil ;slew gSiq pollleisui ioafo.id stay loafold luawanoldwl It,iuie. 8861 Rump panowal Sullq &I Uetpaw aqi pleq umogs uoiioas is.Ig aqZ 'C661 Jo iiJdy ut u331lel alaM salniold asagy •anwAy XIiS.Ianiun JO SUOtioaS oMl Jo an sgdEiSologd luooefple aq.L •uoijvudoiddy IEioodS E gsnoigl popurg aq Ipm 000`008`1$ Jo uotuod Suigolew s,,CUZ) aqZ -sluellnsuoo opislno to lauuosiad asnoq -ut gSnojgl Jaglia 3uau liudaCl uoileuodsweil :.. `.,: ' l "<: pUt, xEMgsq -j sESUEJl.iv :- ;)q; Xq !P g g a uE a IM ; oafold P [l. aqL 'saa3 Suuaauisua 8urpnloui IM I ,f 000`000`6 $ 3E pa ;ewtisa st loafold eeZ x'ev 3 a. rxagea. °' '"'E .. s IM a EIOOSSE S soo CEM- o IN a iql qi P i i J ZSNNHx21M30'S.LLISdaAiNn -iq$u put, uoilonlisuoo poleuniso aqj •loafold sigl uo udiaq ueo voilonnsuoo alo;aq simS inoJ of aanll X(allewixoAdt, aq iiiM li wqi ait, uuiso am -uisaq uleo uotiomisuoo pule paslego ind aq ueo KwA 3o -1gSu `suleld SuuaauiSua Jo uogojdiuoo aqi Jo iEa C avo u. vm lt,gi pawnsst, st 1I aiewl ;sa lsoo uot;arulsuoo aAisuagalduioo E put, spaav SEM ;o - 148u p HIDE autuuaiap Iii^ asegci sigL -asegd Sui_Iaautsuo uSisap aqi aq IIIM loafold sigl jo asegd puooas aqy •loafold sigl quM palEioosst, slsoo 11t,Jano puE iEM 3o -slop papaau Jo uoilleumualap aqi puE `uotlEdtowud oggnd `pUewap alatgan paioadxa iaaw of suon-olnBguoo uoiloasialui aqi pue earn loafold aqi 1nogilnon{l suoilwagaoo aUel aunwaiap of SuuaauiSua kmutwgald apnloui iIIM loofoid aqi Jo asels isle; aqZ =adOOS ,LOaf02Id •SuiigSll UMPOW aqi Jo IEAaual aql Xq ,CIaJES anoldwi of loplo m Suilvil ism q&q Jo uotlElluisut aql puE QajUs loJ suEtpaw SUIJSIXa aql SututE;mew `vlVD Xq paieuSisop suontlool osogl iE sinouin; snq jo uoilippe aqi `ogpil punogglnos puE gliou ioJ sauel aiItq jo uoilippE aql `sapis gioq uo sNjrALapis apnloui SIUaWanOldwl pasodoid aqZ 'deMpleol Jo uotloas SIT inogSnalgi papaau st souel ulnl ;qSu put, gal q;iM uotloos -ssolo auUI -9 E Uolluog[SSEIo sigl uo posleg IuuauV lediouud a sE onuany AIIS10AIUCI sisg UEId laaJJS JQISR q aql 96/91/£ :S.LA 3W3A0HJWI QdSOdOH;l *ignS loafold dl.L 9661 1300 DIM-1Jo SID • m w w w iw w w w w w w ■w w ■ w iw CARTS PROJECT PROPOSAL FORM Project Control No. for Roadway, Bridge and Intersection Improvement Projects Transportation Improvement Program (TIP) FY AHTD Job No. Jurisdiction(s) Little Rock Applicant (if different from jurisdiction) Address 701 W, Markham PART I. The existing roadway is 20 feet wide with drainage ditches on both sides and no shoulders or sidewalks. Bowman Road serves as major link between existing commercial and rapidly expanding residential areas in West Little Rock. It is an important link with Chenal Parkway, Little Rocks major east/west transportation corridor. The Master Street Plan designates Bowman Road as a minor arterial. Bowman carries approximately 20,716 vehicles per day based on 1994 volume counts. Continued commercial expansion will push the 20 year projected volumes in excess of 30,000 vehicles per day. The accidents rate for this section of the roadway is 4.12 per million vehicles miles. PROPOSED IMPROVEMENTS: This project will upgrade Bowman Road to minor arterial street standards. The proposed improvements include widening of existing pavement to a 60 feet wide 5 -lane section with sidewalks on both sides of the roadway. Roadside ditches will be eliminated with the installation of an underground storm drainage system. Street lighting is proposed for this route to enhance traffic safety and promote. The project also includes improving the Bowman and Kanis Road intersection to Master Street Plan finished sections. This improvement will include the permanent signalization of this location. PROJECT SCOPE: The project engineering will be done by the Arkansas Highway and Transportation Department or contracted to their chosen outside consultant. Right -of -way documents will be prepared by the Arkansas Highway and Transportation Department and subsequently acquired. It is estimated the total project cost including engineering, right -of way procurement, channelization and signalization of the Kanis Road and Bowman intersection will be approximately $850,000. The City's matching portion of $170,000 will be made utilizing a Special Appropriation. 3/16/95 144 ' ilmidolddV p;TOadS E g3nol4i loafold styli punt Ipm XuD agy '000`l £$ aq Ipm uoTliod golm S,XI!D au .000`SSI$ AIalEwnco.TddE aq 11pA uoilorulsuoo puE luawainoo.Td Stm Jo -lg3u `3uuaauT3ua 3uTpnloui isoo 3oafold p:lol aql polEwllsa sc lI - palmbou ,illuanbasgns puE luawl1Eda(I uoilEUOdsuEus put, XutAgFq-j susuvjiV ay Aq pandald aq Ipm sluawnoop (EM 3o -3g3[g 'luEllnsuoo apislno uasoqo iiogl of palowwoo To luawl-TEdaQ uoiiuijodsuEi,L puE Xtmg31H susuE3l.TV aql Xq auop aq Ipm 3uuaouT3ua 3oafold aq j :ddOOS 1319foud pEOg loonl3 Jo aug.Taluao 3utlszxa aql woiJ laaJ 5ti uo posaq ,Germ 3o- lg3l.[ asugoind puE auEZ fajagmA of jjoln0 apanlagtW woTJ peog lootgo Jo auil fIRM 3o -3g3u im pasodo.Td aql of luooefpE 3Ip:map!s apcm loot 9 E 3oru3suoo Ipm 3oafold snl,L :S.LN 3WaAOHdWI GaSOdoxd CEp lad salonlan OOZ`S I Jo ssaoxa UT Minn a3Ei gVA01S %E E uo pasnq sawnlon paloafojd waX OIOZ aq.L 'Q.LHV Aq slunoo awnloA Z66I uo pasuq Aup sad saloalOA 000`ZI Ala3Ewnco iddu saulEO pEOg loony Z .1miol E ioulw E sE pro-d loot gD sal8u - 31saPId 1aa13S jalsuw ag1 'S}IIEM i K O 0 . The roadway is approximately 22' in width with a hot mix asphalt concrete surface and no definite shoulder system. Some gravel shoulders do exist, but vary from 0' to 3' and are utilized exclusively for mail delivery. The drainage system consists of open ditches and a limited number of undersized driveway culverts that are located immediately adjacent to the roadway surface. Power poles are located in the flow line of the drainage ditches which not only restrict the capacity of the ditch, but provide additional obstacles for the motorist. Scott Hamilton Road serves as a direct route to Interstate 30 from a large area of Southeast Little Rock. This area includes not only a number of residential subdivisions and commercial developments, but incorporates the Metropolitan Vocational Technical Education Center that operates classroom instruction both day and night. This institution attracts a large number of students from the local population and use Scott Hamilton Road as a walking route. A CATA bus route traverses this section of Scott Hamilton daily. For example, the Governor's Mansion Historic District would be identified, as would the Governor's Mansion itself. The signs will serve to direct tourists and residents to four districts in Little Rock, and to numerous sites within those districts, all of which are included on historic walking tours. (The four districts are the Govemor's Mansion Historic District, the McArthur Park Historic District, the Central Business District, and the Capitol Zoning District.) This project will be the first phase of a multi - phased signage project for Little Rock. Phase I will entail design, construction, and installation of "hub" signage, street signage, and site signage. Hub signage will consist of "kiosk" type signs informing visitors of the history and importance of an area, and will include a map of the area. Street signage will direct the visitor to the area hub. Site signage identifies specific sites, and explains the significance of each site. Phase II of the project, to be undertaken in the future, will include city -wide signage, to be located on freeways, major arterials, and major exit ramps. Phase II will also include additional site signage. This project will enhance the State's tourism efforts by providing tourists following the historic walking tours with clear information about the location of Little Rock's historic districts and sites.
