A RESOLUTION APPROVING THE 1996
TRANSPORTATION IISPROVffiiNT PROGRAM
(TIP) .

WHEREAS, the 1996 TIP Submittal was prepared and
prioritized as recommended by the Department of Public Works;
and
WHEREAS, eighteen projects are included in this year's
submission; and
WHEREAS, the Intermodal Service Transportation Efficiency
Act (ISTEA) Funding process requires a competitive analysis of
all projects submitted within the identified urbanized
boundaries;
WHEREAS, the projects are being submitted for rating by
Metroplan for inclusion in the 1996 TIP; and
WHEREAS, a total of approximately $6,000,000 of projects
will be selected during this process; and
WHEREAS, if Little Rock is successful with at least 30% of
the available funds, then a total match of $400,000 will be
required in order to receive Federal Funding for the submitted
projects.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. The City Manager is authorized to approve the
1996 Transportation Improvement Program (TIP) for the
recommended projects outlined in the attached submittal.

CHICOT RD. SIDEWALKS (MABELVALE C.O. TO YARBERRY LANE)
EXISTING CONDITIONS:
PROPOSED IMPROVEMENTS:
This project will construct a 6 foot wide sidewalk adjacent to the proposed east right -of-
way line of Chicot Road from Mabelvale Cutoff to Yarberry Lane and purchase right -of-
way based on 45 feet from the existing centerline of Chicot Road.
PROJECT SCOPE:
The project engineering will be done by the Arkansas Highway and Transportation
Department or contracted to their chosen outside consultant. Right -of -way documents
will be prepared by the Arkansas Highway and Transportation Department and
subsequently acquired. It is estimated the total project cost including engineering, right -of
way procurement and construction will be approximately $155,000. The City's match
portion will be $31,000. The City will fund this project through a Special Appropriation.

UNIVERSITY AVENUE (MARKHAM ST. TO ASHER AVENUE)
LITTLE ROCK, ARKANSAS (Priority 1)
EXISTING CONDITIONS:
University Avenue is the major north/south arterial
connecting Arkansas Highway 10 on the north to I -30
on the south. The proposed section for improvement is
approximately 2.1 miles in length. University is the
major access for two area hospitals, two regional
shopping malls, and a major University. CAT has two
bus routes that serves this area. The ADT on this
section of roadway ranges from 33,860 to 42,020
vehicles per day based on 1992 volume counts. Based
on the growth of traffic in the past 12 years in this
oorhdoor, a growth rate of 2% per year was calculated.
The 2010 traffic projection based on this calculation is
approximately 45,366 to 56,300 vehicles per day.
During peak hours, many sections of this roadway
operate at a level of service F. This is due to the fact
that the facility is only 4 lanes wide with the exception
of some areas where widening has already occurred.
Accident studies were completed for two different
sections of University and are enumerated below:
1) Markham to 19th with an accident rate of
17.53 per million vehicle miles.
2) 19th to Asher with an accident rate of 12.06
per million vehicle miles.
A project was recently completed in 1990 that
improved the intersections and signals from Park Plaza
Drive to Asher Avenue. As recently as 1991, a closed
loop signal system was installed to further increase the
capacity of this facility.

War Memorial Park, the

PROPOSED IMPROVEMENTS:
The proposed project will upgrade Fair Park Blvd. to a minor 4 and 5 -lane minor arterial
standard, which includes the construction of sidewalks on both sides. This project
includes rechannelization of the Fair Park Blvd. and 12th street intersection and it's
resignalization. Widening of 12th street is required at the intersection with Fair Park Blvd.

EXISTING CONDITIONS:

Road and Rainwood Road: This
section of the road provides access to
two churches on the west side and
new public library on the east.
Deficient vertical curves in this area
causes sight distance problems. The
sudden narrowing of pavement at
Rainwood Road is an obvious traffic
hazard for northbound traffic. This
street segment is 1,365 feet long.

BOWMAN ROAD (HERMITAGE TO KANIS ROAD)
EXISTING CONDITIONS:
The proposed area of improvements encompasses a
1,600 foot section of roadway. The existing roadway is
20 feet wide with drainage ditches on both sides and no
shoulders or sidewalks. Bowman Road serves as major
link between existing commercial and rapidly expanding
residential areas in West Little Rock. It is an important
link with Chenal Parkway, Little Rocks major east/west
transportation corridor. The Master Street Plan
designates Bowman Road as a minor arterial. Bowman
carries approximately 20,716 vehicles per day based on
1994 volume counts. Continued commercial expansion
will push the 20 year projected volumes in excess of
30,000 vehicles per day. The accidents rate for this
section of the roadway is 4.12 per million vehicles
miles.
PROPOSED IMPROVEMENTS:
This project will upgrade Bowman Road to minor
arterial street standards. The proposed improvements
include widening of existing pavement to a 60 feet wide
5 -lane section with sidewalks on both sides of the
roadway. Roadside ditches will be eliminated with the
installation of an underground storm drainage
system. Street lighting is proposed for this
route to enhance traffic safety and promote.
The project also includes improving the
Bowman and Kanis Road intersection to
Master Street Plan finished sections. This
improvement will include the permanent
signalization of this location.
PROJECT SCOPE:
The project engineering will be done by the
Arkansas Highway and Transportation
Department or contracted to their chosen
outside consultant. Right -of -way documents will be prepared by the Arkansas Highway
and Transportation Department and subsequently acquired. It is estimated the total project
cost including engineering, right -of way procurement, channelization and signalization of
the Kanis Road and Bowman intersection will be approximately $850,000. The City's
matching portion of $170,000 will be made utilizing a Special Appropriation.

SCOTT HAMILTON ROAD (BASELINE ROAD TO 1 -30)
EXISTING CONDITIONS:
Scott Hamilton Road from Baseline Road
to Interstate 30 is primarily 4,100 feet of
two lane unimproved roadway. The
roadway is approximately 22' in width
with a hot mix asphalt concrete surface
and no definite shoulder system. Some
gravel shoulders do exist, but vary from
0' to 3' and are utilized exclusively for
mail delivery. The drainage system
consists of open ditches and a limited
number of undersized driveway culverts
that are located immediately adjacent to
the roadway surface. Power poles are
located in the flow line of the drainage
ditches which not only restrict the
capacity of the ditch, but provide
additional obstacles for the motorist.
Scott Hamilton Road serves as a direct
route to Interstate 30 from a large area
of Southeast Little Rock. This area
includes not only a number of residential
subdivisions and commercial
developments, but incorporates the
Metropolitan Vocational Technical
Education Center that operates
classroom instruction both day and
night. This institution attracts a large
number of students from the local
population and use Scott Hamilton Road
as a walking route. A CATA bus route
traverses this section of Scott Hamilton
daily. This route currently carries
approximately 14,912 vehicles per day.
The volume is projected to be 17,700
vehicles per day by 2010, The accident
rate for this section of the roadway is
3.49 per million vehicle miles. This
section of Scott Hamilton Road is
classified as a minor arterial on the
Master Street Plan.

EXISTING CONDITIONS:
The project area extends
from I -630 to just north of
W30th Street. The
existing street width ranges
from 30 to 36 feet wide.
This section of roadway
provides direct access to
War Memorial Park, the
University of Arkansas at
Little Rock and I -630 on
the north. Fair Park Blvd.
is also a parallel facility to
University Avenue and
provides access to St.
Vincent Infirmary Medical
Center, the V. A. Medical
Center and the U.A.
Medical Center. This
route carries approximately
19,300 vehicles per day
based on 1992 traffic
volumes. It is projected,
based on 1% growth rate,
that the volumes will
increase to 22,500 vehicles
per day by the year 2010.
This route is also a
designated CATA bus
route that provides access
to UALR and the Arkansas
School for the Blind. The
accident rate for this
section of roadway is
24.34 per million vehicles
miles. This is an
exceptionally high accident
rate.

PROPOSED IMPROVEMENTS:
The proposed project will provide an asphalt overlay for Fair Park Boulevard from I -630
to W 30th Street on the south. This route is experiencing severe pavement distress as
shown in the following picture. Without rehabilitation of the surface of this street, the
roadway will continue to degrade.

The purpose of this project is to design, construct, and install signs in the City of Little
Rock in order to identify historic walking tour routes, sites of interest, and historical
districts. For example, the Governor's Mansion Historic District would be identified, as
would the Governor's Mansion itself. The signs will serve to direct tourists and residents
to four districts in Little Rock, and to numerous sites within those districts, all of which
are included on historic walking tours. (The four districts are the Govemor's Mansion
Historic District, the McArthur Park Historic District, the Central Business District, and
the Capitol Zoning District.)
This project will be the first phase of a multi - phased signage project for Little Rock.
Phase I will entail design, construction, and installation of "hub" signage, street signage,
and site signage. Hub signage will consist of "kiosk" type signs informing visitors of the
history and importance of an area, and will include a map of the area. Street signage will
direct the visitor to the area hub. Site signage identifies specific sites, and explains the
significance of each site. Phase II of the project, to be undertaken in the future, will
include city -wide signage, to be located on freeways, major arterials, and major exit
ramps. Phase II will also include additional site signage.
This project will enhance the State's tourism efforts by providing tourists following the
historic walking tours with clear information about the location of Little Rock's historic
districts and sites. The Clinton Presidency has generated increased tourism in Little Rock,

EXISTING CONDITIONS:
The project is located within a unique park setting. Boyle Park and its' structures are
currently under consideration on the the National Registry for Historic Sites. The park
is centered around Rock Creek and a mature hardwood and pine forest. There are
pedestrain asphalt trails that connect pavilions and other activities within the park.
There is a vehicle road that roughly parallels Rock Creek. There is a need to provide a
pedestrain and bicycle trail running north /south and parallel to Boyle Park Drive and
Rock Creek.
PROPOSEDIMPROVEMENTS:
This project will provide for a twelve foot class I asphalt bike path beginning at the
north end of Boyle Park near Glenmere Drive moving southward and roughly parallel
to Boyle Park Road. Lights are planned at 100' centers for this facility. The path would
continue through the pavilion area of the park and run parallel along Rock Creek to
36th street. Two existing bridges that cross Rock Creek would be replaced with wider
bridge structures for convenient access. Seating and resting areas are proposed along

EXISTING CONDITIONS:
The proposed area for improvement is located between Markham and 1-630. The
existing park comprises many land uses that provide the city a range of leisure
activities. Fair Park Boulevard which runs through the park in a north /south direction
is without pedestrian and bicycle access.
PROPOSEDIMPROVEMENTS:
This project will construct a six foot class II asphalt bike path and a six foot concrete
pedestrian path from 1-630 to Fair Park Boulevard along the east side of Fair Park
Boulevard. A six foot tree planting strip is proposed between these facilities to provide
safety and beautification for the entire stretch. A sheltered rest area for the bikers
similar to the bus shelter is planned near the intersection of Fair Park Boulevard and
Park Drive. Wall construction, storm drain relocation, curb and gutter removal and
reconstruction and fence relocation at the Zoo would be necessary to successfully
implement this project. The proposed improvements would improve biker and
pedestrian accessibility through the park as well as to football games and Zoo events.
There is proposed 2650 linear feet of six foot class II asphalt bike line, 2650 linear feet
of tree planting strip and 2650 linear feet of six foot pedestrian path.

This project follows the approved Phase I Jimerson Creek Pedestrian Bridge and
Bikeway and the Phase II Rebsamen Parkway Bikeway. It will extend the bikeway
7500 feet and provide the most easterly section to date linking with the previous two.
This section runs between the Arkansas River and the Rebsamen Parkway.
PROPOSEDIMPROVEMENTS:
A twelve foot class I asphalt bike path is planned for beginning at the east end of
Murray Lock and Dam #7 moving eastward towards Murray and Rebsamen Golf
Course. The trail will continue between the existing river and road and connect to
existing bike path east of Murray Park. Small covered rest areas with bench seating

CAPITOL AVENUE SIDEWALKS

Capitol Avenue has been identified as a ceremonial boulevard by Future Little Rock. It
encompasses twenty blocks of land uses that are described as financial, federal,
residential, commercial and state districts. The 1988 Bond Issue provided design and
limited construction to begin the project near the new location of the U.S. Post Office on
Capitol Avenue. Recently, the City of Little Rock Board of Directors approved Capitol
Avenue Enhancement Task Force's recommendation to allocate an additional $425,000
to expand the streetscape construction to include an additional one and one half
blocks. Presently, as recommended by the Task Force, approval of application for
ISTEA funds is being initiated.
PROPOSEDIMPROVEMENTS:
This project will continue extension of Capitol Avenue Streetscape westerly towards the
State Capitol. Enhancements included are underground utilities, wider sidewalks,
pedestrian scaled street lights, benches, trash receptacles and handicapped access.

EAST MARKHAM STREETSCAPE 189
EXISTING CONDITIONS:
This project includes two blocks on West Markham in the area from LaHarpe Blvd. to I-
30. The specific block locations will be identified in the design study. Within the area,
there are several public projects that are currently being planned and developed ( i.e.
Riverfront Park, Museum of Science and History and Central Arkansas Library System).
It is desired to prepare streetscape plans that will unify these and all other projects.
PROPOSEDIMPROVEMENTS:
Initial improvements will focus on East Markham Street and include putting utilities
underground, pedestrian lighting, sidewalks with handicapped access, street trees and
wayfinding system. These improvements will establish a unified character that will
define and identify the district. It is intended to carry this character over time
throughout the entire district.
PROJECT SCOPE:
Design and construction drawings for one to two blocks will be prepared by
consultants. Bids will be received for construction of the project. It is estimated that
total project cost will be $500,000. City's match will be $105,000.
