A RESOLUTION TO AMEND THE 19TH YEAR (FY 1993)
COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM
WHEREAS, the appropriation of $86,500.00 in the FY 1993
CDBG program for street and drainage improvements on West
11th Street from Harrison to Van Buren has proven inadequate
on the basis of the lowest qualifying bid for construction;
and
WHEREAS, drainage facilities near the intersection of
Third and Johnson Streets have so deteriorated as to render
inadequate the treatment contemplated with allocation of
$72,000.00 in the FY 1994 CDBG program; and
WHEREAS, the need for drainage improvements at both of
the sites of the aforementioned projects is urgent; and
WHEREAS, engineering design for FY 1993 reconstruction
of West 6th Street from Appianway to Thayer is not yet
complete and therefore construction cannot advisedly be
started before the spring of 1995; and
WHEREAS, it is the intention of the Board of Directors
to give the highest priority among public facilities
improvements in the FY 1995 CDBG program to adequate funding
for reconstruction of West 6th Street from Appianway to
Thayer; and
WHEREAS, development of a John Barrow neighborhood
plan, for which $25,000.00 was allocated in the FY 1993 CDBG

program, will require no more than $13,000.00 of the
original appropriation; and
WHEREAS, a neighborhood plan is needed for the Woodruff
School area;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF
DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. The 19th year (FY 1993) CDBG Final
Statement of Community Development Objectives and Projected
Use of Funds is amended as follows:
(1) The original appropriation for reconstruction of
West 6th Street from Appianway to Thayer is
reduced by $120,000.00 to $96,500.00.
(2) The appropriation for John Barrow neighborhood
planning is reduced by $12,000.00 to $13,000.00.
(3) The appropriation for street and drainage
improvements on West 11th Street between Harrison
and Van Buren is increased by $70,000.00 to
$156,500.00.
(4) Development of a neighborhood plan for the
Woodruff School area is added as an activity with
an appropriation of $12,000.00.
(5) $50,000.00 is reallocated to the FY 1994 CDBG
program for improvement of drainage facilities
northwest of the intersection of Third and Johnson
Streets, making the revised appropriation for that
project $122,000.00.
