HomeMy WebLinkAbout9182M r r � � � � r � r r � � ■r r 3U� 1 RESOLUTION NO. 9.182 2 3 4 A RESOLUTION SUPPORTING PASSAGE OF A CRIME BILL BY THE UNITED STATES CONGRESS, OPPOSING 5 THE CURRENT FORMULA USED FOR THE DISTRIBUTION 6 OF LOCAL PARTNERSHIP ACT MONIES; ADVOCATING 7 THE IMPLEMENTATION OF AN EQUITABLE FORMULA 8 FOR DISTRIBUTION OF LOCAL PARTNERSHIP ACT MONIES; AND FOR OTHER PURPOSES. 9 10 11 WHEREAS, the United States House of Representatives and the 12 United States Senate have each recently passed a crime bill; 13 and WHEREAS, the City of Little Rock generally supports passage 14 of a crime bill and the efforts of the federal government to 15 combat local crime; and 16 WHEREAS, the House version incorporates the Local 17 Partnership Act ( "LPA ") which would distribute monies on a 18 formula basis to support health, education and employment projects that would contribute to crime prevention; and 19 WHEREAS, according to information supplied by the United 20 States Conference of Mayors, the following cities received their 21 respective monies through the LPA formula: 22 Citv Population Amount Received DollarslCanita Detroit, MI 1,027,000 $29,232,275 $28.46 23 Wilmington, DE 71,529 2,591,386 36.23 24 Birmingham, AL 256,852 6,235,093 23.45 25 Pine Bluff, AR 57,140 975,938 17.01 26 WHEREAS, the City of Little Rock, with a population of 27 175,795, receives only $166.423 through the LPA formula or approximately $.94 per capita; and 28 WHEREAS, the formula for the LPA favors areas with 29 relatively high tax rates and low per capita income and works to 30 the detriment of the City of Little Rock; and 31 WHEREAS, the formula does not include any crime statistics 32 or data; and WHEREAS, the City of Little Rock opposes such an 33 inequitable formula; and 34 WHEREAS, the City of Little Rock urges the Congress to use 35 an equitable formula, such as the Community Development Block 36 Grant Fund, for the distribution of LPA monies. e ,� M M M M 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 • • 310 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: SECTION 1. That the City of Little Rock supports passage of a crime bill during this session of Congress. SECTION 2. That the City of Little Rock opposes the current formula used for the distribution of Local Partnership Act monies. SECTION 3. That the City of Little Rock urges the use of an equitable formula, such as the Community Development Block Grant Fund formula, for the distribution of LPA monies. SECTION 4. That the City of Little Rock urges the Congress to delete the LPA from the crime bill if the formula remains unchanged.
