3 A RESOLUTION AUTHORIZING THE JOB
4 TRAINING PARTNERSHIP ACT (JTPA)
5 DEPARTMENT TO EXPEND AND ALLOCATE
6 TITLES IIA, IIC, IIB AND III JTPA
FUNDS DURING PROGRAM YEAR 1994 (JULY
7 1, 1994 THROUGH JUNE 30, 1995) FOR
8 EDUCATION AND TRAINING SERVICES TO
9 ELIGIBLE YOUTH AND ADULTS.

11 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS;
12 SECTION 1. The Little Rock Private Industry Council is
13 hereby authorized to expend up to $1,389,209 of Titles IIA, IIB,
14 IIC, and III Job Training Partnership Act (JTPA) funds during
15 Program Year 1994 (July 1, 1994 through June 30, 1995).

20 SECTION 2. The Little Rock Private Industry Council is
further authorized to allocate Job Training Partnership Act
21 (JTPA) funds for Program Year 1994 (July 1, 1994 through June
22 30, 1995) as follows. A copy of the program description is
23 attached as Exhibit A).

PROGRAM DESCRIPTION

Pathfinder Schools, Inc.: This project will provide occupational
skills training to fifteen (15) mentally and /or physically
disabled adults. The services provider will conduct
certification, assessment, counseling, job development and
placement. Transportation may also be provided.
Chamber of Commerce: This project will provide for marketing
activities to include research of current business employment
needs and employer outreach. Specific advertisement for
informational publications, along with pamphlets, will also be
developed.
Cornerstone Project, Inc.: The objectives of this program are to
provide employability enhancement activities for "at- risk" in-
school youth ages 14 -16 years old. All youth will be provided
personal achievement skills training. Tutoring and counseling
are to be provided as needed.
Florence Crittenton: This project provides services to
pregnant /parenting teens. JTPA funds will be used to provide
vocational /career counseling, needs assessments, employability
skills training, job search, and job placement assistance.
Watershed, I�;c.: Classroom training will.be conducted in order
to provide youth employability enhancement training to youth
offenders who are between the ages of 14 and 21 years of age.
Training will be provided in three competency areas. Job search
assistance and placement into unsubsidized employment, as
appropriate. Counseling is also provided.
Classroom Training: Institutional occupational training will be
provided by area schools and training facilities through
contractual arrangements. Books and tuitional assistance will be
provided. Vocational counseling and job placement will be
provided by the JTPA staff.
On- the - Job - Training: Training will be provided for participants
with both private and public sector employers. Training
positions will be designed to meet employer needs and should
result in full -time permanent unsubsidized employment.
LRSD Summer Training Program: Academic enrichment in reading and
math will be provided for up to one hundred forty -four (144)
participants over a six - week period.
City Beautiful: This project will provide summer employment and
educational experiences for youth ages 14 through 16 years.
Participants will be engaged in removing trash,.clearing weeds
from sidewalks, etc.

Youth Opportunities Unlimited (Y.O.U.): The Y.O.U. program is
designed for 14 and 15 year old students. The allocation will n
allow 20 at -risk youth to attend 8 1/2 weeks in residence this J
summer on state university campuses where they will receive work
experience employment and basic skills training.
Outstations: This allocation will provide summer employment at
various public worksites for youth ages 14 through 21.
Our House: These funds will support JTPA - eligible participants
in this project which provides a comprehensive competencies
program leading to GED attainment and prerequisites for the
computer jobs training center.
*Training Related /Support: These are costs associated with
assisting participants by providing certification, recruitment,
counseling, assessment, development of appropriate training
activities, job development and follow -up.
*Administration: Costs involved in the administration of the
overall program including managerial salaries and fringes and
overhead.
*Note: These cost categories and activities are a part of all
titles.
