3 A RESOLUTION TO ENCOURAGE THE
4 FEDERAL GOVERNMENT TO TAKE
5 AFFIRMATIVE ACTION TO STOP CRINE
6 AND VIOLENCE IN OUR CITIES AND
TOWNS.

8 WHEREAS, America's communities and families are scarred by
9 increasing numbers of violent crimes; and
10 REAS. the level of violence associated with criminal
11 acts is increasing; and
WHEREAS, no community or family is untouched by incidents
12 of crime or the fear of being victimized by crime; and
13 WHEREAS, reductions in crime and in the fear of crime will
14 require enactment of meaningful national anti -crime legislation
15 as well as work by local communities and state governments to
16 develop and implement long -term solutions that deal with both
the causes and effects of crime; and
17 WHEREAS, implementing short and long term solutions to stop
18 crime and violence in our cities and towns is the National
19 League of City's top priority in 1994; and
20 WHEREAS, the critical nature of the problem demands an end
to Congressional gridlock; and
21 WHEREAS, achieving an early partnership to reduce crime
22 will require immediate action by the Congress.
23 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
24 THE CITY OF LITTLE ROCK, ARKANSAS:
25 SECTION 1. The Board of Directors of the City of Little
Rock urgently calls upon the Congress to enact anti -crime
26 legislation immediately so that the resources and programs which
27 such legislation will provide can be utilized on a timely basis
28 to deal with this critical problem now.
29 SECTION 2. That such anti -crime legislation should include:
30 (a) A balanced approach that includes both enforcement and
prevention programs.
31 (b) Direct block grant anti -crime funds to cities and towns
32 with maximum flexibility allowed in the use of those funds.
33 (c) Creation of a federal anti -crime trust fund financed by
34 dedicated revenues derived from licensing fees levied on
35 weapons, ammunition and weapons dealers.

Rock rededicates itself to crime prevention and suppression and
