3 A RESOLUTION ADOPTING CHANGCHUN,
4 CHINA, AS A SISTER CITY TO LITTLE
5 ROCK, ARKANSAS, AND FOR OTHER
PURPOSES.

8 WHEREAS, Changchun, meaning °eternal spring^' in Chinese,
is the capital of Jilin Province; and
9
WHEREAS, located in the far northeast of China on the
10
Yitong River, about 520 miles to the north of Beijing, Changchun
11
has a population of over 1.5 million people; and
12
WHEREAS, Changchun is renowned throughout China for its
13
automobile and truck factory, producing the Hongqu (Red Flag)
14
cars and the Jiefang (Liberation) trucks; and
15
WHEREAS, of interest to many visitors to Changchun are
16 the Chinese Academy of Science, the Geological Institute, and
17 the Changchun Movie Studio where many of China's movies have
18 been filmed; and
19 WHEREAS, Changchun has stated public goals that are very
20 similar to those of the City of Little Rock, including but not
21 limited to, building citizen awareness and activating local
22 economic development; and
23 WHEREAS, both Changchun, China, and the City of Little
24 Rock, Arkansas, are cities of culture and art for their
25 respective areas; and
26 WHEREAS, the City of Little Rock wishes to develop sister
27 city relationships with communities in other countries that
28 share the same basic values as do the citizens of the City of
29 Little Rock.
30 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS
31 OF THE CITY OF LITTLE ROCK, ARKANSAS:
32 SECTION 1. The City of Little Rock, Arkansas, hereby
33 adopts Changchun, China, as a sister city and agrees to be
34
adopted as a Sister City by Changchun.
35 SECTION 2. The Mayor and the City Clerk are authorized to
36

enter into any written documents necessary to reflect this close
sister city relationship.
