3 A RESOLUTION APPROVING THE FIVE YEAR
4 COMPREHENSIVE HOUSING AFFORDABILITY
5 STRATEGY (CHAS) FOR THE PERIOD 1994
6 THROUGH 1998; AND AUTHORIZING THE
7 CITY MANAGER TO SUBMIT THE PLAN TO
THE DEPARTMENT OF HOUSING AND URBAN

9 DEVELOPMENT.

11 WHEREAS, the National Affordable Housing Act of 1990
12 requires the City to submit for approval by the Department of
13 Housing and Urban Development (HUD) a five -year Comprehensive
14 Housing Affordability Strategy (CHAS) at the beginning of each
15 Federal fiscal year; and
16 WHEREAS, the purpose of the CHAS is to assess affordable
17 housing needs in the City, identify available resources, and
develop successful strategies to address those needs; and

WHEREAS, the CHAS will be used as a comprehensive planning
19
document to .ensure coordination of effort and resources in the
20
production and development of affordable housing; and
21
WHEREAS, HUD requires the City to have an approved CHAS as
22
a condition of receiving federal housing funds, including CDBG,
23
HOME, and ESG Programs; and
24
WHEREAS, it is necessary for the City to have CHAS in place
25
in order to certify the consistency of applications for federal
26
housing funds from private, nonprofit entities; and
27 WHEREAS, the City has met all the citizen participation
28
requirements including both public hearings and a 30 -day comment
29
period.

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
31
THE CITY OF LITTLE ROCK, ARKANSAS:
32 SECTION 1. The CHAS (housing strategy) set forth by the
33
mandated HUD requirements is hereby approved.'
34
SECTION 2. The City Manager is hereby authorized to submit
35
and file this document with the U. S. Department of Housing and
36
