A RESOLUTION AUTHORIZING THE CITY 557
MANAGER TO ACCEPT BIDS AND AWARD A
CONTRACT FOR THE PURCHASE OF
UNIVERSAL REFUSE CARTS FOR THE PUBLIC
WORKS DEPARTMENT /SANITATION DIVISION.
WHEREAS, the City has submitted competitive bids to provide
a contract for the purchase of universal refuse carts; and
WHEREAS, the qualified low bidder in this competitive
bidding process has been recommended to receive this award.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. The City Manager is authorized to enter into a
contract with Rehrig Pacific of Dallas, Texas, in the amount of
$257,172.00 to provide 6,400 universal refuse carts for the Public
Works Department /Sanitation Division.
SECTION 2. Funding is available in the Waste Disposal
Revenue Bond Fund, account number 603 - 220 - 2110 -7020,
ADOPTED: December 7, 1993

RECOMMENDATION AND DISCUSSION: It is recommended that the award be given to
Rehrig Pacific. The low bidder, Ameri -Kart, failed to meet the following
requirements:
LID
The lid is to completely cover the outside edge of the container
body when closed to prevent rain and insects from entering the
container. The Ameri -Kart container has 1/2 " -1" gaps on the rear
and side between the lid and body.
INTERIOR
The interior was specified to be smooth with no recessed areas or
obstacles which would cause material to be trapped or snagged.
The Ameri -Kart has a metal bar inside their cart which could trap
material or snag the trash bags.
STABILITY
The specification set as a standard that the cart shall be able to
withstand winds of 30 MPH before turning over. The Ameri -Kart can
only verify 27.9 MPH.
Ameri -Kart, Rehrig - Pacific and Roto also bid alternate carts with blowmolded
wheels which are not as durable as the wheels specified.
