HomeMy WebLinkAbout9027003 1 RESOLUTION NO. 9,027 2 3 A RESOLUTION APPROVING THE TRANSFER OF 4 CDBG FUNDS IN THE AMOUNT OF $24,363 5 FROM THE 18TH YEAR CENTRAL HIGH CHEER 6 PROGRAM, AND $50,000 FROM THE CDBG 7 UNENCUMBERED FUND BALANCE TO THE 18TH 8 YEAR CDBG PROJECT TO IMPROVE STREET 9 AND STORM DRAINAGE FACILITIES ON 10 GILLAM PARR ROAD; AND AUTHORIZING THE 11 CITY MANAGER TO ENTER INTO A CONTRACT 12 WITH TOWNSHIP BUILDERS, INC. FOR CONSTRUCTION OF THE GILLAM PARR ROAD 13 14 PROJECT. 15 16 WHEREAS, the Board of Directors allocated $210,000 in the 17 18th Year Community Development Block Grant Program for drainage 18 improvements and simultaneous street reconstruction for Gillam 19 Park Road extending approximately 1,000 linear feet south of 20 Highway 365 in Granite Mountain; and 21 WHEREAS, the City submitted competitive bids to provide construction for this Gillam Park Road project; and 22 WHEREAS, the low bidder in this competitive bidding process 23 was slightly more than $67,000 over the planning estimate due 24 largely to the expense of excavating rock for the necessary 25 underground drainage pipes; and 26 WHEREAS, the transfer of funds and maximum contract figure 27 would allow for award of the contract with some margin for field 28 changes and contingencies and would in no way reduce or eliminate 29 other planned CDBB projects; and 30 WHEREAS, staff recommends proceeding with the project 31 because residents on the Citizen Participation Planning Committee 32 for Granite Mountain and the City Engineer affirm that the 33 drainage problem which motivated planning of the project is 34 serious and constitutes a health hazard as well as a constant 35 nuisance. 36 R6 ,4 2-- 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 M w M M M 509 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: SECTION 1. The City Manager approves an account transfer of CDBG funds in the amount of $24,363.00 from the 18th Year Central High CHEER Program and $50,000 from the CDBG unencumbered fund balance to the 18th Year CDBG project, to improve street and storm drainage facilities on Gillam Park Road for approximately 1,000 linear feet south of Confederate Boulevard (Highway 365). SECTION 2. The City Manager is authorized to enter into a contract with Township Builders, Inc., the low bidder, in an amount not to exceed $255,000.00 for construction of the Gillam Park Road project.
