A RESOLUTION ENDORSING
APPLICATION FOR PUBLIC
CONSTRUCT A BRIDGE
DESIGNED FOR PEDESTRIAN
TRAFFIC AT JIMERSON CRE
OTHER PURPOSES.
THE CITY'S
FUNDING TO
EXCLUSIVELY
AND BICYCLE
Qi; AND FOR
WHEREAS, the City has applied for grant funds from the
Intermodal Surface Transportation Efficiency Act (ISTEA) through
the appropriate state agency to design and construct a bridge
for pedestrian and bicycle traffic across Jimerson Creek where
it flows into the Arkansas River; and
WHEREAS, such a bridge may be built with City funds since
the bridge is not designed nor able to withstand motorized
vehicular traffic; and
WHEREAS, in the 1992 general election Little Rock voters
approved an Initiated Ordinance that prohibits the construction
of a motorized vehicular bridge spanning Jimerson Creek, and the
linking of Rebsamen Park Road with River Mountain Drive for
purposes of carrying automobile traffic through the river parks
complex; and
WHEREAS, this park complex is made up of Murray Park,
Rebsamen Park and LaHarpe View Park along with Rebsamen Park
Road and is a recreation asset within the City of Little Rock;
and
WHEREAS, the river park complex is used extensively by
walkers, joggers, bicyclists, golfers, fishermen, nature
observers and or many other recreational activities; and
WHEREAS, coupled with an extension of the existing walking
trail through the river parks complex, the link with River
Mountain Drive would provide park users a walking, jogging,
bicycle route of some six miles in length with magnificent
scenic views looking up the river toward Pinnacle Mountain.

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. The Board of Directors endorses the ISTEA
application submitted by the Department of Parks and Recreation
in the amount of $275,000, to design and construct a bridge for
pedestrian and bicycle traffic across Jimerson Creek where it
flows in the Arkansas River.
SECTION 2. Further, the Board of Directors states its
intent to provide the twenty percent matching funds necessary to
complete this grant, and to provide any additional monies not to
exceed $145,000, that may be necessary to fulfill this project
and to provide other enhancements that are available to all
citizens, including those that are physically challenged, such
as fishing piers, additional environmentally sensitive lighting,
recreational areas, and other facilities.
SECTION 3. The Board of Directors directs the City Manager
to develop plans to close to motorized vehicular traffic that
portion of the River Mountain Road extension between the
interstate 430 bridge and Jimerson Creek to the extent necessary
to assure recreational user safety including, but not limited
to, the construction of a turnaround area in the vicinity of the
junction of the River Mountain Road extension and the Interstate
430 bridge and to present these plans to the Board for public
discussion no later than December 31, 1993.
