A RESOLUTION CHANGING THE NAME OF THE
NEIGHBORHOODS AND PLANNING BUILDING
AT 723 WEST M IMIAIM TO THE ROY G.
BEARD, JR. BUILDING; AND FOR OTHER
PURPOSES.

WHEREAS, Roy G. Beard, Jr. faithfully performed as an
outstanding City employee for over 30 years until his death on
November 22, 1992; and
WHEREAS, Roy G. Beard, Jr. served the City of Little Rock
in a variety of capacities, including Inspector, Building
Official, Housing and Zoning Manager, Central Codes Chief, and
most recently, Building Codes Manager; and
WHEREAS, for 26 years he was also the Chief Building
Official for the City; and
WHEREAS, Mr. Beard was active in the Southern Building Code
Congress serving as Education Committee Chairman from 1974 to
1982, and served on various other committees such as the Fire and
Life Safety Committee in 1974; Bylaws Committee from 1983 to
1987; Parliamentarian in 1986; CABO Model Energy Code Committee
and CABO I & II Family Dwelling Code Committee from 1985 to 1987;
and
WHEREAS, in 1987, Mr. Beard received the Award of Merit,
the highest award for a non - architect from the American Institute
of Architects; and
WHEREAS, he has been nominated by the Arkansas Chapter of
the Southern Building Code Congress for one of their highest
awards; and

WHEREAS, he was recognized by the American Planning
Association, and in 1990 was recognized by his fellow City
employees for his hard work, contributions and dedication during
30 years of service to the City of Little Rock; and
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. The Neighborhoods and Planning Building at 723
West Markham is hereby renamed the Roy G. Beard, Jr. Building.
SECTION 2. This resolution shall be in full force and
effect from and after its adoption.
