HomeMy WebLinkAbout89511 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 32O RESOLUTION NO. 8,951 A RESOLUTION OF INTENT BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS, TO PURSUE ADOPTION OF THE STANDARDS OF THE FEDERAL COMMUNICATIONS COMMISSION FOR THE FRANCHISING AND OPERATION OF A CABLE TELEVISION FRANCHISE; TO PURSUE SOME RATE MAKING CERTIFICATION FOR CABLE TELEVISION RATES; DIRECTING THE CITY MANAGER AND THE CITY ATTORNEY TO TAKE STEPS NECESSARY TO FULFILL THIS STATED INTENT; AND FOR OTHER PURPOSES. WHEREAS, the City of Little Rock, Arkansas ( "the City "), has granted a nonexclusive cable television franchise ( "the Franchise") to Riverside Cable, Inc., also known as Storer Cable Communications ( "Storer "); and WHEREAS, this franchise is in the renewal process in that Storer has provided the City with notice of its intention to renew the franchise, and the City has undertaken informal steps to ascertain the community needs for a franchise renewal and will soon begin a formal ascertainment period; and WHEREAS, new federal law and regulations have restored to municipalities the authority to set rates for cable television franchisees; and WHEREAS, a predicate to this authority is an affirmative step by the City to adopt standards of operations that are equal to those set forth by the Federal Communications Commission. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: SECTION 1. The Board states its intent to adopt standards for the operation of cable television franchises that are equal to or greater than those recently promulgated by the Federal Communications Commission. SECTION 2. The Board states its intent to certify by October 1, 1993, as a rate regulator for cable television rates as provided by federal law. SECTION 3.
