4 A RESOLUTION TO THE BOARD OF DIRECTORS OF THE
5 LITTLE ROCK SCHOOL DISTRICT FROM THE BOARD OF
DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS,
6 REQUESTING THAT THE SCHOOL DISTRICT PETITION
7 THE UNITED STATES DISTRICT COURT IN LITTLE ROCK
8 SCHOOL DISTRICT v. PULASKI COUNTY SPECIAL
9 SCHOOL DISTRICT TO REVISE THE BOUNDARY LINES OF
10 THE LITTLE ROCK SCHOOL DISTRICT TO INCLUDE ALL
LANDS ANNEXED TO THE CITY OF LITTLE ROCK SINCE
11 1986; AND FOR OTHER PURPOSES.

13 WHEREAS, in recent years the City of Little Rock,
14 Arkansas, has tried to adopt annexation policies, growth
15 policies, and extraterritorial extension of utility
policies, that would not adversely affect the efforts to
16 desegregate the Little Rock School District; and
17 WHEREAS, the United States Court of Appeals for the
18 Eighth Circuit reversed a District Court order that
19 automatically extended the boundaries of the Little Rock
School District to include extensions of the City's
20 boundaries brought about by annexation; and
21 WHEREAS, requests to annex land to the City, or to
22 extend utility services to areas outside the City, always
23 involves difficult questions of the impact that such action
24 may have on the efforts to desegregate the Little Rock
School District; and
25 WHEREAS, the City believes that territory annexed to
26 the City since 1986 should be made a part of the Little
27 Rock School District.
28 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF
29 DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: .
SECTION 1: The Board of Directors of the City of
30 Little Rock respectfully requests the Board of Directors of
31 the Little Rock School District to direct the Districts
32 legal counsel to petition the United States District Court
33 for a change in the present school boundaries to
34 assure that all properties that have been annexed to the
City of Little Rock since 1986 shall be a part of the
35 Little Rock School District boundaries.

SECTION 2. The Board of Directors of the City of
Little Rock further requests that the Little Rock School
District petition the District Court, while questions
concerning, desegregation of the school district are still
under litigation, to conduct an annual review of the school
districts' boundaries and, at such review, to appropriately
modify the Little Rock School District boundaries to
reflect any changes in the City's boundaries which resulted
from annexation.
