A RESOLUTION GRANTING A FRANCHISE TO WORTHEN
BANK TO USE THE AIR SPACE ABOVE A PORTION OF
THE RIGHT -OF -WAY OF LOUISIANA STREET FOR A
SKYBRIDGE AND FOR OTHER PURPOSES.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. A franchise is hereby granted to Worthen Bank to
use a part of the air space above the right -of -way of Louisiana
Street for a skybridge between Worthen Bank and Union Bank. See
attached architectural rendering for exact location dimensions.
SECTION 2. This resolution shall remain in full force and
effect from and after its adoption and approval. The City
reserves the right to revoke said franchise approval in the
event of failure to comply with the requirements of approval or
in the event of a public need superior to the use granted.
SECTION 3. In the event that ownership or management of
either building changes, the City reserves the right to require
proper maintenance of the skybridge at the owner or manager's
expense or if the owner or manager fails to maintain the
skybridge, the City may require its removal at no cost to the
public, in the interest of public health, safety and welfare.

A Resolution for Franchise for Skywalk for Worthen -Union Bank

BOARD ACTION RECOMMENDED: Approve the proposed resolution granting a
franchise to Worthen Bank to use part of the public right -of way and air space of Louisiana
Street for the purpose of constructing an elevated walkway connecting the Worthen Building
with the Union Bank Building.
This resolution will allow a covered walkway to be constructed and maintained by the
applicant over Louisiana Street.
Staff has distributed the franchise application information to all agencies having a review
interest in the project. No objections have been received to date, but certain conditions as
detailed below are to be adhered to should the franchise be granted.
1. The skybridge shall maintain a clear height of 15 feet 2 inches and shall be properly marked
with this clearance by a sign (per "Manual of Uniform Traffic Control Devices ") attached in
the middle to both sides and plainly visible for a distance of not less than 150 feet.
2. The piers in the sidewalks shall maintain a clearance of 6 feet 0 inches from the center of the
pier to the back of the street curb.
3. Proper plan review, permits and inspections for construction shall be obtained from the
Building Codes Division, 723 West Markham, Little Rock, before construction begins.
4. Before any digging orexcavation begins the responsible construction company shall contact
One Call (Pulaski County 225 -3914, Statewide 1- 800 - 482 - 8998).
5. During construction pedestrians shall be properly protected in accordance with the 1992
Arkansas Fire Prevention Code, Volume II.

6. The applicant assumes responsibility for full compliance with all condition imposed by the
City as a condition of the franchise including repair of any damage to existing facilities which
may be caused by the walkway construction.
7. The City of Little Rock assumes no responsibility to maintain the installation nor to replace
any installation damaged or destroyed by utility or City crews in their routine maintenance
work. Also, the City assumes no responsibility should injury be inflicted on anyone as a result
of the presence or the installation of the franchised product.
