NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: SECTION 1. The City Manager is hereby authorized to accept bids and award contracts for the purchase of the following: A. to Jack Jennings in an amount not to exceed $30,825, a contract for the purchase of turn -out clothing (75 sets pants and coats) for the Fire Department. B. to Darragh Construction in an amount not to exceed $21,652, a contract for the purchase of 2 air compressors for the Department of General Services /Fleet Services Division. Davids Fire Equipment and Fire Service & Supply both bid the same product, Body- Guard, which failed to meet the specifications in many areas. A letter from the Fire Chief is attached which details the deficiencies, many of which have safety implications. WEBB, FIRE CHIEF SUBJECT: BID NO. 92239 DATE: MAY 27, 1992 A sample of turn -out gear was submitted to our office by Body - Guard. Members of my staff compared the sample to the specifications and found the following deficiencies. COAT: The coat shell Is made of one body panel and not of three, as specified. The coat length is less than 31 inches in length. The sleeves are hemmed with leather as opposed to Nomex fabric as we asked. The collar is not constructed of five layers as specified. There is no external wristlet. The coat facing measures 25' as opposed to the 32" as specified. The pockets on the coat have metal drain holes. We asked that the corners of the pockets be cut at a diagonal to allow for water drainage. The F. R. pile does not extend to 1/2' of the pocket edges and the pockets are not lined with moisture barrier material. The inside pocket located on the Inside liner has a serge stitch on the edges. Serge stitching was stated as not being acceptable. The edges of the lining are finished with binding and not turned and stitched as we specified. 35` C -7 � r Page 2 PANTS: M M The pants are constructed of two separate body panels and not of four. The waist area of the pant Is not reinforced on the inside with an additional layer of outer shell fabric. The take -up strap is leather and not of outer shell material. The trousers do not have a cuff of outer shell material. It does not seem that the external fly has a moisture barrier sandwiched between the two outer shell pieces. The layers are too thin in order to have the adequate five layers. The internal fly flap is not constructed of two layers of outer shell fabric but only of one. The lower pocket corners shall be stitched with a diagonal opening for water drainage. Body Guard uses metal rivets. The Ilner and moisture barrier is not sewn as specified; instead, a binding is used. Most of these deficiencies carry a safety factor and should not be diminished . We recommend award of Bid No. 92239 to Jack Jenning Fire and Safety by virtue of Arkansas Preference. A requisition is attached.
