HomeMy WebLinkAbout8604500 1 RESOLUTION NO. 8,604 2 3 A RESOLUTION EXPRESSING THE 4 WILLINGNESS OF THE CITY OF LITTLE 5 ROCK TO COOPERATE IN A PROGRAM 6 REGARDING WARNING SIGNS AT BRIDGES. 7 8 WHEREAS, the 1978 Surface Transportation Assistance Act 9 allows participating Federal -Aid funds for the erection of 10 warning signs at public highway bridges that are limited by it weight; and 12 WHEREAS, there may be bridges under the City's jurisdiction 13 that should have warning signs placed regarding weight limit 14 restrictions; and 15 WAS, it is the intent of the City to comply with the 16 National Bridge Inspection Standards as administered by the 17 Arkansas State Highway and Transportation Department (AHTD) and 18 described in the manual entitled "Local Government Procedures 19 for Compliance with The National Bridge Inspections Standards ", 20 hereafter referred to as the "Local Government Compliance 21 Manual"; and 22 WHEREAS, this program has been approved by the AHTD and the 23 Federal Highway Administration (FHWA) for the installation of 24 the necessary load limit signs, funded in part with City funds 25 and part with Federal funds; and 26 WHEREAS, this Resolution supersedes all previous agreements 27 regarding reimbursement for the installation of warning signs at 28 bridges with restrictive weight limits. 29 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF 30 THE CITY OF LITTLE ROCK, ARKANSAS: 31 SECTION 1. The City intends to participate in this program 32 as explained in the "Local Government Compliance Manual". 33 SECTION 2. As the City installs the load limit sign(s) at 34 the bridge locations designated by the AHTD and in accordance 35 with the specifications stated in the "Manual on Uniform Traffic 36 Control Devices ", the AHTD will bill the City for twenty percent k-5-0 b:Z, 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 • • 501 (20 %) of the material costs. The City agrees to pay one hundred percent (100 %) of the material costs if the installation and written notification is not made within one month from the date of material requisition. SECTION 3. The City may obtain bridge weight limit signing materials from the AHTD not only for initial posting, but also for replacement signing or altered load limit signing. SECTION 4. Upon completion of the sign installation, the City will maintain the sign(s). SECTION 5. The City agrees to return to the AHTD an annual certification agreement regarding bridge posting and closing status. As a supplement to this certification agreement, the AHTD will provide to the City a current list of bridges requiring posting or closing verification and return to the AHTD.
