A RESOLUTION AUTHORIZING THE CITY MANAGER
TO SUBMIT TO THE U.S. DEPARTMENT OF HOUSING AND
URBAN DEVELOPMENT THE COMPREHENSIVE HOUSING
AFFORDABILITY STRATEGY (CHAS HOUSING STRATEGY)
WHEREAS, there is an urgent need to develop a housing
strategy that will meet the housing assistance needs over
the next (5) years and decide how future resources will be
used to provide affordable housing for needy families in the
City of Little Rock;
WHEREAS, the Comprehensive Housing Affordability
Strategy (CHAS) would enable the City to deal with many
funding sources to obtain a comprehensive housing strategy
that would create the impetus for it to examine current and
future housing needs in a holistic way, establish goals, and
develop a plan for carrying out these activities;
WHEREAS, the City has established a method of
coordinating the development and implementation of this
housing strategy with the State by being an active member of
the State CHAS Technical Committee;
WHEREAS, the City has met all the citizen participation
requirements by making the CHAS summary available to its,
citizens, public agencies, and other interested parties;

WHEREAS, the Board of Directors has approved various

programs and projects relevant to the annual CDBG
4
allocations and a resolution is in order to formulate
future
5
housing policy of the City.

NOW; THEREFORE, BE IT RESOLVED BY THE BOARD OF

a
DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS:

SECTION 1. The City Manager is hereby authorized
to
10
submit and file this document with the U.S. Department
of
11
12
Housing and Urban Development, Comprehensive Housing
13
Affordability Strategy 24 CFR Part 91.
14
SECTION 2. The CHAS (housing strategy) set forth
by
15
the mandated HUD requirements is hereby approved.
