WHEREAS, the City of Little Rock, Arkansas (the "City") a city of the first class, recognizes that teenage gangs, juvenile delinquency, truancy, substandard housing, teenage pregnancy, unemployment, illiteracy, drug abuse, crime, homelessness, clustered housing, economic stagnation and various other maladies have reached such epidemic proportions as to constitute priority community problems; and WHEREAS, the current trend for successfully addressing and resolving such community and economic decay in cities requires the formation of partnerships and relationships among diverse groups and organizations; and WHEREAS, appropriate City involvement in meeting human service needs such as employment training, housing renovation, community policing, youth recreation, neighborhood revitalization, and arts and humanities is important to the quality of life for Little Rock residents; and WHEREAS, the Board of Directors of the City of Little Rock desire that current and future human development programming take into account not only the proper role for City Government, but the need for City programming to complement and enhance the many human development efforts in our City and to be imaginative and inclusive, recognizing that our City is multi - cultural and economically diverse. WHEREAS, the City does hereby reaffirm its commitment of time, energies, resources and capital projects, programs, initiatives and interventions which will allow for the rejuvenation, revitalization, growth, development and full participation of its valuable assets of human resources; and 398 C5 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 • • 349 WHEREAS, it has been determined that it would be in the best interest of the City to develop and enhance its civic infrastructure in part through contractual relationships with providers capable of addressing the various public purposes identified herein. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: SECTION 1. That the City Manager submit to the Board of Directors for its review and adoption organizational restructuring alternatives which will bring the department oversight of Personnel, Neighborhoods and Planning and JTPA under an Assistant City Manager for Human and Community Development. SECTION 2. That the Assistant City Manager for Human and Community Development be responsible for recommending program coordination actions to the City Manager that will promote fair opportunities and equity in service for all residents of the City. SECTION 3. That the Assistant City Manager for Human and Community Development will serve as liaison to community based organizations, LISC, New Futures, Fighting Back and other agencies for the promotion of human resource programming. SECTION 4. That between 1992 and 1996 the Board of Directors intends to make available $5 million for additional Human and Community Development programming to address issues of youth intervention, employment training and support human services to housing and neighborhood revitalization. SECTION 5. That the City Manager shall recommend options for the citizen's input /advice to the City Board of Directors as to future programs.
