DISTRICT COMMISSION SEEKING

PROTECTION OF THE MACARTHUR PARK

HISTORIC DISTRICT FROM INCREASED

TRAFFIC FLOWS.

WHEREAS, on July 11, 1991, the Little Rock Historic
14
District Commission adopted a resolution seeking protection for
15
the MacArthur Park Historic District from increased traffic flow
16
as a result of a proposal to build a multi - purpose arena
17
adjacent to the District; and
18
WHEREAS, the City of Little Rock has been asked to respond
19
to this proposal which includes, among other things, a request
20
for a study and perhaps implementation of an overlay zoning
21
district.

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
23
THE CITY OF LITTLE ROCK, ARKANSAS:

SECTION 1. The City Board of Directors accepts the
25
resolution of the Little Rock Historic District Commission
26
attached as Exhibit A to this Resolution.

SECTION 2. The City states its intent to remain sensitive
28
to the possibility of increased traffic within the MacArthur
Park Historic District when the Project -2000 capital improvement
29

projects are approved at an election to be held on October 8,
31
1991.

SECTION 3. The City states its intent to study and to take
other appropriate actions to deal with the affect of parking
33
upon the MacArthur Park Historic District occasioned by the
34
successful adoption of the capital improvement projects being
35
referred to the people for the October election.

SECTION 4. The City of Little Rock states its intent to
study and take appropriate actions to protect the Historic
District from inappropriate commercial development.

RESOLUTION NO. 9 -91
RESOLUTION OF THE LITTLE ROCK
HISTORIC DISTRICT COMMISSION
PROTECTING THE MACARTHUR PARK
HISTORIC DISTRICT.
WHEREAS, the City of Little Rock proposes to build a
multi - purpose arena adjacent to the MacArthur Park Historic
District; and
- WHEREAS, construction of such a facility would greatly
affect the residents of the District through increased parking
demand and increased traffic flow through the District; and
WHEREAS, construction of such a facility could increase
pressure for rezoning for uses incompatible with the character
of the District;
NOW, THEREFORE, BE IT RESOLVED BY THE LITTLE ROCK
HISTORIC DISTRICT COMMISSION:
SECTION 1. The Little Rock Board of Directors is hereby
requested to set aside monies to initiate a system of permit
parking or other parking control measures to protect the area
of the Historic District between Ninth Street and Capitol
Avenue, and to construct traffic control devices to reduce cut
through traffic on the residential streets of the District.

SECTION 2. The Board is also requested to direct the
city staff to prepare an overlay zoning ordinance to
immediately protect the Historic District from inappropriate
non - residential development and such ordinance to be adopted
before October S, 1991.
SECTION 3. The Board is also requested to clearly state
its continued commitment to the integrity of the MacArthur
Park Historic District.
