HomeMy WebLinkAbout17144 1 RESOLUTION NO. 17,144 2 3 A RESOLUTION TO TRANSFER TITLE PROPERTY TO LABRIAN 4 PHILLIPS JR., FROM THE CITY OF LITTLE ROCK, TO BE USED FOR 5 NEIGHBORHOOD REVITALIZATION PROGRAMS; AND FOR OTHER 6 PURPOSES. 7 8 WHEREAS, the Board of Directors has stated as one of its goals a desire to provide for 9 neighborhood revitalization,and has taken special efforts to accomplish this goal through its use of various 10 City and federal funds,and in affirmative actions such as the creation of a Land Bank Commission; and, 11 WHEREAS,to accomplish this goal it is required that properties be obtained and sold by the City 12 in areas that are appropriate for revitalization;and, 13 WHEREAS, LaBrian Phillips Jr. has indicated a desire to accept transfer by quiet title deed from 14 the City of Little Rock for the property located at 2801 Barber Street, Little Rock, AR, 72206 (Parcel # 15 34L2450003000)also described as: 16 Sec-Twn-Rng: 14-1N-12W, Lot/Block: 12/2, Subdivision: Owens Subdivision of 17 Warkins; Commonly known as 2801 Barber Street, Little Rock, AR 72206 (Parcel 18 No.34L2450003000); and, 19 WHEREAS, the City wishes to transfer the property for use in its neighborhood revitalization 20 efforts; and, 21 WHEREAS,state law(AR Code § 14-54-302(2025))requires that the City transfer the properties 22 by resolution adopted by the Board of Directors; 23 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE 24 CITY OF LITTLE ROCK,ARKANSAS: 25 Section 1.The Board of Directors hereby transfers property described as 2801 Barber Street,Little 26 Rock,AR, 72206(Parcel#34L2450003000)by quiet title in favor of LaBrian Phillips Jr.: 27 (a) Unless expressly authorized by the City Board of Directors any approved 28 Development Site Plan shall be completed within one 1)-year from the date approval of the Plan 29 is granted. 30 (b) If the developer has made substantial progress toward completion of the 31 Development Site Plan, the Commission may approve an extension of time for development, not 32 to exceed six(6)months from the date the Plan expires. [Page 1 of 2] 1 Section 2.The property will be used for private housing purposes to serve low to moderate income 2 families. 3 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, 4 phrase, or word of this resolution is declared or adjudged to be invalid or unconstitutional, such 5 declaration or adjudication shall not affect the remaining portions of the resolution which shall 6 remain in full force and effect a if the portion so declared or adjudged invalid or unconstitutional 7 were not originally a part of the ordinance. 8 Section 4. Repealer.
