3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO
4 ENTER INTO A CONTRACT WITH NEEL-SCHAFFER, INC. IN
5 AN AMOUNT NOT TO EXCEED FIFTY-THREE THOUSAND,
6 ONE HUNDRED SEVENTEEN AND 67/100 DOLLARS,($53,117.67),
7 FOR RIGHT OF WAY AND EASEMENT SURVEYING AND
8 STAKING SERVICES FOR THE BOWMAN ROAD PHASE 2
9 PROJECT; AND FOR OTHER PURPOSES.

11 WHEREAS, it has been deemed appropriate and necessary to make improvements to
12 Bowman Road from Cherry Laurel to Brodie Creek Trail to provide for the safe and efficient flow
13 of traffic; and,
14 WHEREAS, the project will require the acquisition of right-of-way and easements to
15 provide for the future construction, maintenance and continued public access to the road
16 improvements; and,
17 WHEREAS, on November 4, 2025, the Board of Directors adopted Little Rock, Ark.
18 Resolution 16,857 authorizing the acquisition of easements and right of ways as needed to complete
19 the construction of the Bowman Road Phase 2 project;and,
20 WHEREAS,on June 8,2026,the City of Little Rock issued a request for Letters of Interest
21 for professional services for surveying and staking for the Bowman Road Phase 2 project under bid
22 number 239561.Neel-Schaffer,Inc. was selected by an approved selection committee as the most
23 qualified of one(1)responses to provide the services.
24 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
25 THE CITY OF LITTLE ROCK,ARKANSAS:
26 Section 1. The City Manager is hereby authorized to execute a contract with Neel-
27 Schaffer, Inc for Surveying and Staking Services for Bowman Road Phase 2 project in an amount
28 not to exceed Fifty-Three Thousand,One Hundred Seventeen and 67/100 Dollars,($53,117.67).
29 Section 2. The City of Little Rock's share of funding for this project is from the 3/8-Cent
30 Capital Improvement Sales and Compensating Use Tax,as authorized by Resolution 13,343 (July
31 11, 2011)with funds from Account Activity TS40C34.
32 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause,
33 phrase, or word of this resolution is declared or adjudged to be invalid or unconstitutional, such

1 declaration or adjudication shall not affect the remaining portions of the resolution which shall
2 remain in full force and effect as if the portion so declared or adjudged invalid or unconstitutional
3 was not originally a part of the resolution.
4 Section 4. Repealer. All laws, ordinances, resolutions, or parts of the same, that are
5 inconsistent with the provisions of this resolution, are hereby repealed to the extent of such
6 inconsistency.
