Home My WebLink About17153 1 RESOLUTION NO. 17,153 2 3 A RESOLUTION TO SET OCTOBER 20, 2026, AS THE DATE FOR A 4 PUBLIC HEARING TO CONSIDER THE ISSUANCE OF A WATER 5 RECLAMATION SYSTEM REVENUE BOND FOR THE PURPOSE OF 6 FINANCING BETTERMENTS AND IMPROVEMENTS TO THE CITY'S 7 WATER RECLAMATION SYSTEM; AND FOR OTHER PURPOSES. 8 9 WHEREAS,the City of Little Rock,Arkansas owns a water reclamation system(the"System"),which 10 is operated by the Little Rock Water Reclamation Authority, for and on behalf of the Little Rock Water 11 Reclamation Commission(the "Commission");and 12 WHEREAS, the Commission has determined that the acquisition, construction and equipping of 13 betterments and improvements to the System are necessary(See Exhibit A). 14 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 15 OF LITTLE ROCK,ARKANSAS: 16 Section 1. A public hearing to consider the issuance of a Water Reclamation System Revenue Bond, 17 Series 2026B(the "Series 2026B Bond")in the maximum principal amount of$4,096,464.50 shall be held 18 by the Board of Directors on Tuesday,October 20,2026,at 6:00 p.m.,or as soon thereafter as the matter 19 comes on the call of the agenda. The hearing shall be held in the Board Chambers on the 2nd floor of City 20 Hall,located at 500 West Markham Street,Little Rock,Arkansas. All interested persons shall have an 21 opportunity to be heard concerning the proposed issuance of the Series 2026B Bond. 22 Section 2. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 23 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or 24 adjudication shall not affect the remaining portions of this resolution which shall remain in full force and 25 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally part of this 26 resolution. 27 Section 3. Repealer. This will 5 create industrial growth opportunities, jobs, and tax revenues within and surrounding the 6 Port of Little Rock and Central Arkansas. This project consists of 3 construction projects;the 7 Thibault Pump Station and Force Main project, 440/Springer Diversion Structure project, 8 and the Little Rock Port Pump Station Improvements project. 9 The Thibault Pump Station and Force Main project consists of a new pump station 10 and force main to support industrial growth opportunities in the Port of Little Rock.The new 11 pump station will include a wet well with two (2) submersible pumps with the readiness to 12 be expanded to four (4) pumps, a valve vault for associated appurtenances, meter vault, 13 interceptor manhole, access drive, secured fencing, and electrical capacity to support the 14 station.The force main will connect to LRWRA's existing sewer main. 15 Additionally, this project will include a new diversion structure to allow for flow 16 diversion from one reclamation facility to another. The 440/Springer Diversion Structure 17 project is anticipated to include a flow meter,valve,and electrical appurtenances. 18 Also, this project will include upgrades to the existing port pump station. The Little 19 Rock Port Pump Station was constructed in 1970, has two (2) pumps,and serves numerous 20 commercial and industrial customers in the Little Rock Port. The electrical controls are 21 outdated and unreliable, the pumps are nearing the end of their useful life, and the building 22 and roof are deteriorating and in need of repair.The pump station and components upgrade 23 will return reliability to this area of Little Rock.
