3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO A CONTRACT WITH SASAKI ASSOCIATES, INC., IN THE
5 AMOUNT OF FIVE MILLION DOLLARS ($5,000,000.00),TO PREPARE A
6 MORE DETAILED PLAN FOR THE 30-CROSSING AREA; TO
7 AUTHORIZE THE CITY MANAGER TO EXECUTE SUCH AN
8 AGREEMENT; TO REQUEST PAYMENT FROM THE LITTLE ROCK
9 REGIONAL CHAMBER FROM THE BEZOS EARTH FUNDS; AND FOR
10 OTHER PURPOSES.

12 WHEREAS, pursuant to Little Rock,Ark., Ordinance No. 22,812 (August 4th, 2026), because of its
13 prior experience with a plan for downtown Little Rock,and a conceptual plan for the 30-Crossing area,the
14 City authorized a sole source contract with Sasaki Associates, Inc.,to prepare a more detailed plan for the
15 30-Crossing area; and,
16 WHEREAS, it has been agreed that the cost of this plan will be five million dollars ($5,000,000.00),
17 and that the payment of these funds will be requested from Little Rock Regional Chamber from monies it
18 is holding for the Bezos Earth Fund;and,
19 WHEREAS,a master services agreement for the work has been reached between the City and Sasaki
20 Associates,Inc.,and a Memorandum of Understanding has been reached between the City and the Greater
21 Little Rock Chamber of Commerce for the disbursement of funds from the Bezos Earth Fund donation.
22 NOW,THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
23 OF LITTLE ROCK,ARKANSAS;
24 Section 1. The City Manager is authorized to enter into a Master Services Agreement with Sasaki
25 Associates, Inc., in an amount not to exceed Five Million Dollars ($5,000,000.00), for the completion of
26 enhanced planning documents for the 30-Crossing project.
27 Section 2. The City Manager is authorized to enter into an agreement with the Little Rock Regional
28 Chamber as to the disbursement of funds from the Bezos Earth Fund donation for work done on the 30-
29 Crossing project not to exceed five million dollars($5,000,000.00).
30 Section 3. The funds for the Sasaki Agreement will come from the funds held by the Little Rock
31 Chamber from the Bezos Earth Fund donation.
32 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
33 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or

1 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
2 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
3 resolution.
4 Section 5.Repealer.All laws,ordinances, resolutions, or parts of the same,that are inconsistent with
5 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
