Home My WebLink About17146 1 RESOLUTION NO. 17,146 2 3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER 4 INTO A CONTRACT WITH DEPAUL USA,INC.,IN AN AMOUNT NOT TO 5 EXCEED TWO HUNDRED THOUSAND SEVEN HUNDRED FORTY-ONE 6 DOLLARS AND SEVENTY-FIVE CENTS ($200,741.75), FOR THE 7 MANAGEMENT AND OPERATION OF THE LITTLE ROCK MICRO 8 HOME VILLAGE, TO AUTHORIZE THE USE OF AMERICAN RESCUE 9 PLAN ACT FUNDS;AND FOR OTHER PURPOSES. 10 11 WHEREAS,Little Rock,Ark.,Resolution No.("LRR No.") 15,524(August 17,2024)authorized 12 the use of American Rescue Plan Act funding for investments in affordable housing and efforts to decrease 13 homelessness;and, 14 WHEREAS, the City of Little Rock has been working to develop the Little Rock Micro Home 15 Village, located at 3405 W. Roosevelt Road, to provide housing and supportive services to unsheltered 16 individuals and families as they transition into permanent housing;and, 17 WHEREAS, the Little Rock Micro Home Village will consist of eighty (80) non-congregated 18 shelter units and a community center designed to provide case management, essential services, meals, 19 laundry facilities, classrooms, and other supportive services, and may serve as a low-barrier emergency 20 shelter for up to thirty-two(32) individuals; and, 21 WHEREAS,the Micro Home Village is intended to provide a comprehensive range of services to 22 unsheltered individuals, including transitional housing, case management services, health clinic space, 23 mental health services, workforce development classrooms, a commercial kitchen, security offices, and 24 other essential supportive services;and, 25 WHEREAS, LRR No. 16,555 (December 17,2024)established funding for the Little Rock Micro 26 Home Village; and, 27 WHEREAS, a Request for Proposals ("RFP") was advertised by the City of Little Rock for the 28 management and operation of the Little Rock Micro Home Village in accordance with applicable 29 procurement requirements;and, 30 WHEREAS, DePaul USA, Inc.was the only proposer responding to the RFP and was determined 31 to be a responsive and responsible proposer capable of providing the required management and operational 32 services;and, [Page 1 of 3] 1 WHEREAS, the contract with DePaul USA, Inc. will provide for the management and operation 2 of the Little Rock Micro Home Village in an amount not to exceed Two Hundred Thousand Seven Hundred 3 Forty-One Dollars and Seventy-Five Cents($200,741.75);and, 4 WHEREAS, funding for the contract is available through American Rescue Plan Act funds, 5 Account No. 103560-63390; and, 6 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE 7 CITY OF LITTLE ROCK,ARKANSAS: 8 Section 1. The City Manager is hereby authorized to enter into a contract with DePaul USA, Inc. 9 for the management and operation of the Little Rock Micro Home Village, located at 3405 West Roosevelt 10 Road, in an amount not to exceed Two Hundred Thousand Seven Hundred Forty-One Dollars and Seventy- 11 Five Cents($200,741.75), subject to approval as to form by the City Attorney. 12 Section 2.The contract authorized by this Resolution shall support the development and operation 13 of the Little Rock Micro Home Village for the purpose of providing housing and supportive services to 14 unsheltered individuals and families transitioning into permanent housing.Services and facilities supported 15 by the project may include transitional housing, case management, health clinic space, mental health 16 services, workforce development classrooms, a commercial kitchen, security offices, meals, laundry 17 facilities,essential services,and low-barrier emergency shelter services. 18 Section 3. Funds for the contract shall be provided from American Rescue Plan Act funds 19 previously authorized for investments in affordable housing and efforts to decrease homelessness; The 20 funding source for the contract is Account No. 103560-63390. 21 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, 22 or word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or 23 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and 24 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the 25 resolution. 26 Section 5. Repealer.
